The Government nrc'ta de congratulated, :writes the Lahore paper, in having decided to raise a new battalion of "short" Sikhs, and thus to tap a class affording first-rate material and hitherto debarred from enlistment by the pbsolete prejudice

favour of tall soldiers, They are also to be commended for having declined to commit themselves to the retro- grade step of enlisting a special regiment of Scouts, Gurkhas or others, one certaini result of which would have been to dis courage the scouting of individuāl ́ batta- lions and to give rise to the dangerous impres sion in any field force to which these special "I scouts

were attached, that on them alone devolved the responsibility for all work of the kind. It may be accepted as inevitable that the increase of the native army, cannot stop even with this new regiment, which indeed, Bike the two new ones already raised, merely fills the gap caused by the withdrawal of others on the Indian establishment for service abroad under the Imperial Government. It is stated sanction has already been given for two other additional battalions to be formed at once, and we may take it the result of the peace negotiations with China will be a further call for Indian troops for garrison and guard work in Singapore, Hongkong, Shanghai, Wei-hai-wei and Pekin. When the strength of that force is finally settled, we trust that the. Hongkong Regiment will be brought on to the Indian take its tern in service in this country, where it can be brigaded with other troops and generally smartened up in duties impossible for it as a small local service unit. Another poins connected with the raising of new regiments to replace those "borrowed by the Imperial Government is that put forward by the Pioneer, favouring the formation of a couple of railway battalions for the n nh-west frontier. The want of these special corps is a serious weak point in the organisation for war of the Indian army, and the opportunity of supplying the deficiency should not be allowed to slip. One or two battalions might be given to the Frontier Force by reconstituting the 3rd Punjab Infantry, and the other ought to go to the Dombay army which holds the Quetta line.

AN OLD-TIME CUSTOM,

A home paper gives the following account; of how the keys of Portsmouth were presented to the Queen on the 18th of December last- Whenever the Queen gues to or from Os- borne, the keys of Portsmouth are dutifully pre- sented to her by the Lieutenant-Governor of that ancient town. When the Queen left ber saloon at Gosport, Lieutenant-General Sir Baker Russell, the present Lieutenant-Gover: nor, welcomed her Majesty, and duly presented; the keys of the garrison upon a crimson cushion. The Queen just touched the keys and they were returned to the case.

Very ancient is this usage, and for that reason the Queens insists upon observing it. In the old days, of course, the production of the keys of the garrison for the Sovereign's inspection signified much. Among other things, it was tantamount to the return by the. Lieutenant- Governor of his authority into the Royal hands during such time as the monarch remained in the place. Now it is nothing more than a survival of an old feudal custom which has escaped the obliterating finger of our militarian day.

"The keys themselves are something mare than a symbol. It is still possible to block up the one read which gives entry to Portsmouth by locking across it the big doors in ilsca lines Portsmouth is probably the only big town in England that has to the landward only onc artery connecting it with the outer world. The military authorities will not permit another to be made, and the road that does exist can be closed practically at a moment's notice. Thousands of London cyclists every year ride in and out of the town without taking cognisance of this fact.

VALUE OF AUDITORS,

As the auditing of the accounts of public companies is conducted nowadays, one may be pardoned for doubting whether there is much gain to the mere shareholder in retur for the fees paid. There is some hope that the requirements of the new Act will render the safeguards rather more noticeable. The Institute ni Chartered Accountants has sub- mitted the whole question of the duties of auditors for counsel's opinion. One item in the opinion is specially worthy of notice. It

runs as follows-

Section 23 of the Act of 1900 requires the auditor to report whether. the balance-sheet is properly drawn up so as to exliibit a true and correct view of the state of the company's affairs, as shown by the books of the company. In our opinion, these words, as shown by the books of the company," do not limit the auditor's duties to a comparison of the figures. No doubt he has to examine the books; but,! as Lord Justice Lindley said, in re the Loudon and General Bank (1895, h. 683): "He does not discharge his duty by doing this without inquiry, and without taking any trouble to see that the books themselves show the company's true position. He must take resonable care to ascertain that they do so."

This opinion necessarily amounts to a state ment that the duties of an auditor, will be decidedly onerous, and that careful auditing. cannot be shirked as has been too often the case in the past. But increased duties should mean increased remuneration. Shareholders ⚫should recognize that an audit properly con- ducted is their great safeguard, and they should pay well for the datles imposed. Less work and more thorough work is what is wanted in many City firms of accountants. And if there is another duty that must be insisted upon, it is that the shareholders should, support their auditors.-P. Af, G.
