HARMSTON'S CIRCUS.
The second performance by Harniston's circus Company was as successful is the first and the large tept was almost filled to its ut most capacity. "The French-Mail steamer in trouble, On the zand of October 1900 P. C. White and some excise officers were sent on board the French mail boat Lees to search for opium. The Constable arrested two servants for being in unlawful possession of 970 tacls of prepared opium. The Captain resented the arrest and ho refused to allow the men to be taken into: custody without a warrant, the latter being really unnecessary under the opium laws. The opium howevor was taken care of by
the officer of the police. Immediately after wards the steamer sailed for home and did not return to Hongkong till yesterday.
The police pounced upon the vessel on its arrival and the captain was summoned, for The Government is sending drafts of Yeo-obstructing the excise officers and the agents of the ship were summoased for allowing the 960 manty to South Africa, and has authorised tzels opium to be on board, without a permit.
The case came before. Mr. Hazeland this morning and after hearing the facts, His Wor- ship fined the Captain $5 for obstruction and the agents $25.

A NEW MENDER.
The President announced that he had received a letter from the Colonial Secretary stating that His Excellency the Governor had appointed Lieut. Col. Hughes, R.A.M.C., to be
a member of the Sanitary Board in place of Lieut. Col. Brown, resigned.
THE ANOPHELES POOLS AT KENNEDYTOWN. Dr. Hartigan said that at a previous meeting Dr. Bell said Dr. Thomson had been commis sioned to act as Medical Officer for mosquitoes, and would report from time to time. He should like to ask if Dr. Thomson was doing the work: Dr. Bell did not think Dr. Hartigan had a right to ask him a question directly, and if it was an official question he could not answer it unless he had permission. He had said what Dr. Thomson had been set aside to do. Whether he was doing it or not, he could not say. If the Board Wrote in officially they would get an official answer.

Mr. Osborne, in seconding, said it had been' very clearly put before them in what way their might prove to be fallacious, yet they would duty lay, and even though this mosquito theory have done their duty in pushing it to the end, and that was what they were there to do.
Dr. Bell said did not think it was quite cor- rect to say that Dr. Thomson had not done any work. It was only in the last week's Gastite that particulars as to a collection `of anopheles made by him were given, and he was still doing work. He added that he be lieved in the theory that, mosquitoes gave malafia, but how that malaria was to be pre- vented was quite a different question, and fifty thousand reports from Lord Lister and others, who had never seen a mosquito except a dead. one in the British Museum, were absolutely useless.
