WAR-SHIPS IN DISGUISE,
A singular suggestion is made in a recent British naval prize essay by Major C. Field, of the Royal Marines. In discussing the best form of vessel for future naval use, Major Field proposes type that shall be built so as to resemble large mail steamer as closely as possible; "not only," he says," in order to give her a better chance of approaching an enemy's cruisers without arousing suspicion, but also to create among them a feeling of caution when coming up to a mail-boat which may, to soine extent, favour the latter's escape. This point should be carried out so that the ship will stand a minute scrutiny through the glass even at a moderate distance. No military tops are then possible, and the funnels shonk! preferably be tivo only in number, though three night in some cases be permissible, as a few mail-steamers carry that number. The armoured shields of the eight-inch bow and stern-chasers must be concealed by, or made to resemble, the ordinary deck-houses of a mail-boat, the cobrasures for bow are of the two foremost guns on the main deck to be concealed by care- fully fitted and easily lowered light iron screen- ing. All port lids should be as inconspicuous as possible and the lines, of scuttles continued over them by dummies where requisite."
Commenting on this suggestion, The Army and Navy Jourant (November 10) says:
"This remarkable suggestion invites the imagination to a wild riot among the possibili ties of the world. One can, already see the various occans sprinkled with warships in all sorts of disguises. The possibilities involved in this idea are almost infinite. For service in Chinese waters, ships could be made to mas- querade as bumboats, while if a navy was desired to threaten New York) where river and bay craft are so numerous, cruisers and battle- ships might be constructed to resemble a South Brooklyn ferryboat or a palatial Falt River Line Sound steamer, and noisy tugboats, which are indigenous to all harbours, might be taken as a general type for men-of-war destined to attack As steam yachts now make voyages around the world, they would afford an excel lent model for imitation. With deadly cruisers made on their graceful lines, with several sea- men attired in airy dresses, and parasols placed conspicuously about the decks, a commander might do all sorts of audacious things.
"We fear that after it was once learned that nations were imitating mail-boats, every postal craft would awaken suspicion and delays in the delivery of mails would be exasperatingly no- merous. Masquerading on the seas may be a'successful dodge of pirates, but as a basic theory for naval construction it will scarcely ,prove as satisfactory as the old maxim that every tub should stand on its own bottom." THE OLDEST MAN IN THE WORLD.
Noah Roby, who says he is probably the oldest man in the world, is at present an inmate of the poor-house at Piscataway township, New Jersey. Roby, who declares that he will be 128 years of age on April 1st, 1901, was born at Eaton-town, North Carolina, and is the son of an Indian father and a white
mother. For the last 3 years Roby has been an inmate of the poor-house, and is almost totally blind, but in other respects he retains his faculties. When a represent- ative of The Daily Telegraph called on him, Noah Roby was in his accustomed place in the sitting-roum, dozing in a large high-back rocking chair, where he always sleeps: He never sleeps in a best, as he fears fest a rush of blood to the head should result in his death. In appearance he is slight, weigh ing less than 100lb. His hair is thin and grey and his figure is now bent, but his muscles re main firm, and his grip is strong. Noah has smoked for 120 years, and he asserts that he has been drinking moderately for the same length of time. He looks forward eagerly to his next birthday, as on such occasions the country residents' flock to the poor-house 10 congratulate the oldest man in the world."

THE BRITISH FLAG HAULED DOWN BY
MISTAKE,
Call Bureau, 1406 G. Street, N.W., Washing, ton, Dec. 12.--While the union jack of England was flying from the flagstaff of the British Embassy, by order of Lord Pauncefote, in bonour of the Capitol centennial celebration, the same flag was taken down from the decora- tions in the hall of the House of Representa tives, by order of Speaker Henderson, while the flags of other powers were left in place.
As soon as the House adjourned yesterday, Assistant Doorkeeper B. W. Kennedy, with a force of sailors from the dispatch boat Dolphin, took charge of the hall and decorated it for to- day's centennial exercises. Banners from the Dolphin's flag-box were used in the decorations. The American flag, of course, predominated, but from each of the galleries was the draped flag of a foreign nation.

THE HONGKONG TELEGRAPH, THURSDAY, JANUARY 17, 1901.
The taking down of the British flag was at- tributed to Representative Sulzer of New York. Sulzer received a letter early this morning, reported to have been written by some of the Dolphin jackies, reporting that they would decorate his desk with Boer flag. When Sulzer reached his desk he failed to find any Boer Bag, and at last acounts was still looking for it.

The British flag had a conspicuous position below the women's gallery adjoining the ex- ecutive gallery, which, in turn, adjoins the diplomatic gallery. When Speaker Henderson reached the Capitol, after having attended the exercises at the White House, he went to his private room without going into the hall of the House. Re- presentative Reeves of Illinois entered adon afterwards and told him stories were being sent to the newspapers about the use of the British flag. The Speaker at one sent for Assistant Jackson, Capt. Doorkeeper Kennedy, who told him no foreign foseph flags had been used, and that the banner in Kraft, B. question was a navy signal flag, Mr. Reeves Kennedy, R.
