Major Reginald Moss, lecturing at the Society of Aris, Adelphi, London, on Malaria and Mos quitoes, stated that pathology had become an experimental science. We now kept diseases labelled in our inboratories; we measured them: we examined them under the microscope; we produced them if animals at will; we prevented great outbreaks and saved the lives of thousands; we compelled nature herself to formulate cures for thein; we put plague, cholera, typhoid, diphtheria, in bottles, so that we could hold them in our hands and look at them. It was his privilege to describe one of the most re- markable of these revelations. In a small glass phial he had some of the deadly fever of the West African marshes. Still more wonderful, this poison did not lie there in the form of mist as in the days of their blindness they would have expected to find it, but in the body of some insects. Although our colonies in the tropics were cemeteries from this disease, the British nation was making no serious effort to combat this state of things. He had found that the habits of the insetis-were precisely the same as those of the ogres called malaria; in fact, as far as they knew, malarial disease exist ed only in the presence of these insects. A mosquito was only a gnat living in a hot country, and it injected the poison directly into our veins. The germs or malaria lived and grew in mosquitoes, and collected in their salivary glands. Healthy men and birds bit ten (under experimental conditions) by mos. quitoes influted by these germs developed the disease.
The time was now ripe for some movement against malaria to be attempted. The prophylactic use of quinine, the careful employment of mosquito nets and window screens, and the destruction of larve round the house, could and should be attended to by everyone in malarious places. He adhered to surface drainage as the best remedy. To this he would add the removal of undergrowth and the use of powdered culicides in certain cases, segregation and large airy houses for Euro- peans. He had never said it would be pos sible to exterminate mosquitoes throughout Africa, but he did think that the insects could be greatly reduced in number. Malaria had often been actually expelled by surface drain-Chisholm, G. P age. It was high time that serious measures should be adopted, and that learned societies should exert their influence with the Govern- ment in this direction,

STRAINED RELATIONS.
A Lishon telegrani dated December 6th stated Mr. Van Weede,, the Dutch Minister to Portugal, has left his post here, and Count de Selir, the Portuguese Minister to Holland, bas left The Hague. It is believed that a diffe- rence has arisen between the two countries on the subject of Mr. Pot, whose exequatur as Dutch Consul at Lourenço Marques has just been withdrawn by the Portuguese Govern
ment.
Two days subsequently a Hague despatch set it forth that-It is semi-officially declared that there is no question. of the recall of the Portuguese Minister at The Hague. Count de Selir will probably proceed on a few days' visit to Lisbon to give his Government verbal infor- mation in regard to the difficulties which have arisen in the case of Mr. Poit, but he intends to return to The Hague.
