The Police.
In view of the present very unsettled state affairs in the Two Kwangs and in China generally, the adequate policing of the Colony is a matter which might with adran tage engage the attention of the Govern- ment. At the present moment our Police Force is barely strong enough to properly. patrol the city, let alone the out-lying roads on the island and the opposite mainland, and this fact is painfully evident from the case with which the two recent highway robberies and the murder of the unfortunate Mr. YUENU were accomplished, without any body being brought to book for the crimes.
The Government must be perfectly well. aware that piracy and brigandage is on the increase in and around Canton, that the Fautumn crops have been exceedingly poor and that the general slate of lawlessness is more likely to increase than diminish during the next few months. Distress in the sur- rounding districts always, has the effect of driving many people to seek work in the Colony in order to tide over the time of

ONCE again Pollard's Lilliputian Opera Com- pany gave "The Belle of New York" aihe theatre last night. A courtmartial was held on board II.M.S: Terrible this morning to enquire into two charges against William Rice, leading seaman of H.M.S Barfitur.-
Captain Percy Scott, C. B. of H.M.S. Ter rible, was President, of the Court and the remaining officers comprising the Court were: Captain allaghan (II.M.S. Endymion) Captain Burke (FL.MS. Drlando), Captain Tilard (H.M.S. Dido), and Commander Freeman (H.M.S. Mohawk).
Captain Warrender (H.M.S. Barfleur) was prosecutor and Lieut. Noble (H.M.S. Barffeur) defended the prisoner,
The charges against the prisoner were (1) entering the Admiral's cabin and listening to the proceedings of the Court of Enquiry which was Peart, seaman, to refrain from telling the truth being held on the 3rd of Jan, (2) Inciving Robert as to matters under investigation,
The prisoner's written defence was, in answer to the first charge, a denial. Against the ing he believed it was the truth when he told second charge he also pleaded not guilty, say-- Peart to say he knew nothing.
The case arose, out of the disturbance on Thursday, January 3rd, when an enquiry was held into the throwing of the sights overboard.

There were three winesses for the pro- secution for the first charge who said they saw the prisoner enter the Admiral's cabin, but they dil not see him go out again. The witnesses, said, on the second charge, one that the prisoner told him to say he knew nothing at all about the trouble of throwing sights. overboard an the Barrar at the Court of Enquiry, and the other that he heard the prisoner say so.
At the close of the evidence for the prose- cution, the defence stated that there had been no satisfactory evidence that he had entered the cabin. With regard to the second charge the prisoner was under the impression, that Peart knew nothing about the disturbance, and he had been giving him advice as to what to say when asked any questions.
E. Windsor, M. Collins, C. Birddell and vans gave corroborrative evidence as to being outside the Admiral's cabin door, with the witnesses waiting to be called by the Court of Enquiry to give evidence. They did not him to have offended. see the prisoner offend as the charges alleged.
After a private sifting of about twenty minutes the Court's finding was that the charges against the prisoner were not proved and therefore, the prisoner was acquitted.
