Would it not be as well for her to be des. patched to the City of Rams once again? Her moral effect would be great and in the event of a rising she would be able to stand sufficient knocking about to be capable of euvering the retreat of the smaller boats with the foreigners on board. Of course nothing may occur at Canton, but the Authorities should not forget that even a Consul is more useful alive than dead.

It is somewhat significant that the mili- tary telegraph wires leading in the out. lying forts at Happy Valley, should have been out last night." Of course it may have been merely the result of wanton mischief, but, on the other hat it may have been in the nature of a rehearsal for a rising of some sort in order to see if it would be possible to destroy cominuniration between different parts of the Colony. Of course we shall be told that we are alarmist and imaginative, but we should like to impress upon the Authorities,

it just such little arts as this, which, trivial | though they may appear to be in themselves, serve to show how the wind is blowing Every such act of damage, every know of Chinamien seen collected together, every occurrence that may seem to the observer to he al all out of the common should be noted carefully and the Police above all, should keep their eyes open. Is it an Oversight? The following statement, the authenticity of which we can vouch for, surely calls for

comment,

Two men of the Royal Engineers have for duty in the New Territory, more particularly some time been employed on special survey that poflion lying between Piang Shan, and Taipohu.

They are employed directly under the Colonial Government and before their services can be ob tained by that body the soldiers must be granted a furlough,

Queen's Regulations do not allow a soldier on furiough to take away his curbine, rille or revolver, so these two men have nothing but

the knives and forks with which to defend themselves in case of attack. We are aware that last year when the Government was compelled to engage soldiers as special cons. tables, the men were provided with revolvers. and ammunition by the Colonial Government. Yet while the aspect of affairs is so serious these two men are travelling aldine, unprotected, and unarmed, through a territory which we know, is crowded with gangs of lawless robbers. If regulations ordain that they can Bot have their military weapons with them,

surely the Government can see that precedent suggests that on them should fall the task of arming these two men.

It may perhaps be needless for us to addi that the inen concerned have not so far grumbled.

WELL DONE GERMANY!

During the past few days a movement on the part of the German intinbitants has been set going which with its result, will tend to increase the harmony existing between our 'German cousins and ourselves.

The gentlemen of that nationality imbued, we might say, with that same feeling which predominated in St. Andrew's Hall last night, had met together and discussed the formation of a German Volunteer Corps which, should, emergency arise, could assist or take the place of our own Valunteers. The proposal was in due course submitted to H.I.M. the German Emperor for his approval. His Majesty wired on Monday last that he had great pleasure in approving of it.
