Speech by Chinese Minister,

At the Hanquet of the American Asiatic Association in New York, the Chinese Minister said in the course of his speech :--

There is a popular notion that my country to be broken up, but I am glad that Sir Thomas Jackson stands here to-night to deny that unfounded assertion. (Applause.) China has existed for many centuries, and has withstood many storms and aggressions, and she is still China. (Applause.) I hope and believe that she will stand as long as this great nation exists. (Applause.) Sir Thomas Jackson, the honoured gaest to-night, is an all around good man. As your president has said, he is one of the ablest managers of the great bank he is connected with. For domestic reasons several years ago Sir Thomas resigned his manager- ship of the bank in China and returned to London. He was no sooner gone than his absence began to be felt. Business began to get bad at the bank. The managers were at deir wits ends to know what to do. Genile: men, the shares began to go down. (Laughter.) The the directors decided to request Sir Thomas to sacrifice Iris personal feelings and resume his connection with the bank in China. Gentlemen, no 300ner did he return than, the shares began to go up. (Laughter.) Why? will give you a tangible clue to the mystery, It was all on account of Sir Thomas, the master of the situation. So, you see, Sir Thomas not only a great founder, but he is also a pillar of the bank. Being a Chinaman, I have this presentiment. Chinese Minister's apocoh at the

Newsvendor's Institution.

The Chinese Minister was present at the sixty-first festival dinner of the Newavendors, Benevolent and Provident Institution held at the Whitehall Rooms on 22nd May. The fea ture of the evening was undoubtedly his Excel lency's speech, which was extremely witty and clever. His mastery of the English language is, indeed, quite remarkabic.

The Mansion House War Fund. Down to last night the Mansion House Fund for the War sufferers amounted to £913,500 Amongst the donations yesterday was an amount of Las from Admiral of the Fleet the Hon. Sir Henry Keppel.

The Chinese Problem. The following are extracts from articles by an anonymous writer in the forning Post:-

There appears to be an opinion prevalent in England, extending even to influential quarters, that the North of China is lost past recall as an open field for British trade and industry, that its ultimate absorption by Russin is merely a matter of time, and that British policy, in stead of trying to avert the inevitable, should confine its energies to the Southern Provinces of the Chinese Empire. The advocates of this policy of abandonment find compensation in the shibboleth of the Yangtsze Valley, an ac- quisition of doubtful value if not of questionable reality. The Yangtze Valley Convention, followed to ita logical consequences, appears to mean that we police the basin of the Yang- 1sze while others enjoy its trade, and it can in no sense be considered as a set-off against the abandonment to a political rival of an area to which, in point of size, productiveness, and climate, the Southern Provinces of China bear no comparison. In using the term "Northern China," I wish it to be understood that it is not confined to the region of Manchuria, which is already looked on by many as practically a Russian province, but I regard it as extending Demonstratious over the Relief beyond the Yellow River to the frontier of the Yangtze Valley, including an area south of the Great Wall of over 600,000 square miles in

And as the crowd grew denser, so did their cheers increase in volume, until the touching morient came when in answer to the acclamations that went up from every throat, there appeared on the balcony, with her daughter and use of her ons, Mrs. Baden- Pawell herself. Here, by the side of a painting of the heroic officer which had been brought out, in, a black-and-gold frame, she stood waving a handkerchief in acknowledgement of the great popular demonstration. Outside, in the streets, the hawkers of Union Jacks had never done such a trade before. There were flags everywhere, and flags of all sizes-halfpenny flags, penny Bags, twopenny flags, sixpenny and shilling flags, and fings of great size for display from balconies and win- dows. Hundreds, if not thousands, gave no thought to work at all. Employers without number expressed themselves only too glad to

I do not think that many people in England realise the value and importance of the Northern Chinese Railways, and the volume of trade which they carry. They are not a myth, nor even a experiment, as appears to be the pression of some people in Great Britain, but are solidly constructed lines in full work, and creating a trade which is increasing by leaps and bounds.

TO CIRCUMVENT RUSSIAN ACTION. The Northern Chinese Railways are the key of the region which they serve, banded to us in trust by the Chinese Government. They are the stronghold of British influence in the North of China, impregnable so long as we choose 10 hold it'; resigned, the position can be recovered only at the cost of war. They are the natural channel of communication from the sea to Peking, and if they pass under the control of Russia it is her voice alone, uncontrolled by counter influence, that will be heard there. They strike the Lu-Han Railway from Peking to Hankow at the point at which it would be best possible to intercept a Russian advance towards the Yangtsze Valley or control Russian designs in that direction.

Russian control of the northern rallways implies the probability of preferential tariffs and differential treatment, or special bounties in some form given to imports carried in It implies the exclusion of British goods and the hindrance of British-military operations in case of necessity. It would be followed by the growth of Russian influence at Tientsin and Newchwang to an extent equivalent to making them Russian ports.
