The military and naval programmes lave especially received a large share of adverse criticism, as though they had nearly exhausted the country's resources. The people are oblivious of the fact that they themselves inve recklessly indulged in gigantic speculations in all fields of enterprise. This lias brought about the present financial strin gency more than anything else. If the dead- lock continues much longer, there will be a more marked crash in the commercial.or rather, the speculative world. The Imperial Government Railways Depart ment of Japan gave orders, during last year, to England and America, for the following rail way material, which is to be imported during the fiscal year ending March 31, 1901: Loco motives 50; cars, $1,700,000% rails 26,000 tons, $2,300,000; 100 feet bridge girders 49 spans, $740,000; 200 feet bridge bridge girders 11 spans, $250,000; other bridge giders 7,000 tons, $250,000; total $5,240,000. Most of the bridge girders and rails are being made in the Pencoyd Iron Works, America, while Neilson and Dubs. England, are named as the makers of all the locomotives.....

The other day it was announced that the Tsar had granted an important concession to a powerful British syndicate. There are plenty of cattle on the island, and in the mild climate grapes, and plums are C. N. grown. But the inhabitants have no means of making woven clothing, and amongst their | N, P. greatest needs are looms and sewing machines.
Everything is shared nut proportionately anong the different families, of whom there are 16, and the people do not care to take anything that cannot be so divided.
Other things of which they stand in need are flour, chocolate, tea, biscuit, sugar, flannel and serge, gunpowder, nails, strong furniture, and grindstones.
The Penguin will bring news if old Peter Green, the so-called Governor of the island, is still alive. Most of the inhabitants are de scended from, or connected with, him. In 1805 her Majesty sent him her portmir with which the patriarch was delighted. He

The physical health of the islanders is rb- bust. During 1896 there was no sickness; but their mental abilities are sadly waning "Ships are frightened at our appearance in the hoals' they complained to the captain of the Pidgeon in 1895, "and we would be glad of a minister of religion who can act as doctor and school- master as well."
