The Paris Exhibition was opened in state

In the Presidential campaign in the United States of America, German pro-Boer Re publican electors threaten to desen President M'Kinley. The strong condemnation which Rear-Admiral Dewey, & probable candidate in the Democratic interest, has pronounced against the anti-Imperial policy advocated by Mr. Biyan, another Democratic candidate, threatens to cause a split in the Democratic party.

Owing to the irritability shown by the American pro-Boers, Mrs. Langiry has been compelled to cease reciting The Absent Minded Beggar at New York.

The American pro-Buers bave despatched a messenger boy to President Kruger with a message on behalf of 22,000 children.

RUSSIA IN THE FAR EAST, The Postolchny Viestnik, a paper published in Vladivostok, has given some very interesting and fully trustworthy paniculars of the havoc wrought by a band of Cossacks amongst the Chinese resident in the Far East. The par- ticulars given by the Viestick are all the more worthy of note seeing that the paper it- self is at present under tlie ban of tie censor. The censor's department-in the East is known to be exceedingly arbitary, a fact which gives an additional interest to the information under notice, which has been allowed in some way or other to filter, through to the public unob. served. Viestaik says:--

About the end of December last the arious station authorities received written instructions to examine and wire the permits of residence of all Chinese living at the stations and in the various small villages near then, and to detain and conduct to the headquarters of the district all who were unable to produce the neces- sary pers. A large number of dwell ings occupied by Chinese workmen engaged in the construction of roads are scattered throughout the district. Acting on the instruc- tions received by them, the authorities caused several of these dwellings to be com pletely surrounded, after which 130 Chinese who were found to be without passports were summarily arrested and escorted to the chief of the Cossack district in Pol favka. The matter would apparently have ended there had not the local Cossacks deter mined to make the most of the opportunity presented them by the enforced absence of the rightful owners, who had just been drafted off under arrest The Ataman of the village of Andrevka, in company with the band of Cossacks and a Tchmovnik, made a nocturnal descent on the dwelling of a comparatively well-to-do Chinese contractor on the very even ing of the day of the arrest of its owner, and, after demanding and obtaining spirits and beer, tuuk possession of the house. Under the pretext of searching for arms, the Cossacks then broke open a chest, demolished everything that they could lay their hands on under the very eyes of the Chinese, who stand by helpless and terror-stricken, and eventually took their leave. The same thing was repeated in other places, with the result that the predatory con- duct of the Cossack band had at last to be brought to the notice of the chief Russian judicial authorities in the Far East."

Comment on this mode of Russian civiliza tion in the Far East in needless.-The Times.
