The special correspondent of the British Medical Journal, writing from Cape Town, Feb., 7 say's
"It is becoming evident that the reserves and militia are, from a physical point of view, somewhat disappointing.. Oue has always held the view that, whatever might be the case with regard to the militia, the reservist would be of superior physique to the man with the colours. Transport alter transport tells us a different tale. It is perfectly-true that the average reservist is a better-developed man than his comrade with the colours, but it is unfortunately' true that both reservists and nilitiamen contain a very large number of lame ducks hopelessly incapable of going to the front...

Her Majesty Abandons Her Visit to Italy.
With the lofty and unselfish sense of duty to her people which has marked every portion of her long and glorious reign Her Majesty the Queen has decided to abandon her projected visit to the Italian Riviera in the present state of public affairs. The sacrifice is not small, The Queen has deligined and astonished her subjects by the vigour and resolution with which she has laboured during these trying months. At an ago when to many persons of both sexes the study of their own health and comfort has become paramount to all other considerations, she has freely risked the one and sacrificed the other in the public interest. The visit she made to Netley Hospital. only the other day, when she was at the pains to manifest her personal concern in each of the 500 patients in that institution, is but one instance out of very many in which she has undergone exertions and fatigues from which men and women younger than she might well have shrunk. The promptitude with which she has sent messages of condolence, of encouragement, and of congratulation, not merely to her soldiers at the seat of war, but to those more particularly, concerned in the in- cidents of that eventful drama in all parts of the Empire, and the unfailing felicity of the language in which these messages have been wordad, are proofs of the unfaltering nssiduity with which she has followed the situation in all its shifting aspects from day to day Lord Pauncefote.

On 2nd March, in the course of the debate on the Navy Estimates, Sir J. Colomb asked, with reference to the sum of £13,000 for Wei-hai-wei, what was the real policy of the Admiralty with reference to this port. He repeated his own cpinion that only two courses were possible- either to make it a Gibraltar or to spend no more money than was necessary to make it into a coal store. He saw no half-way between those two positions.
Admiral Field said he was glad to find that wel-bai-Wei was to receive an expenditure of
415,00. It was recognised as an important
secondary base, and for the protection of the babour from torpedo-boats at night there should be a short inner breakwater with opening, He approved of the coal depôt at Falkland Islands, and would like to hear what progress was being made with the Hongkong dock, and if anything had been done towards establishing decks at Jamaica and Singapore.
Captain Sinclair also desired information as to works at Wei-hai-Wei.
Mr. Austen Chamberlain dealt in turn with the various questions raised on points of detail. In reference to Wei-hai-Wei,'he could add little to the stateinents made fast year. Length of tiuse for communication on details was one difficulty, and work there had to be undertaken after conference with military authorities, and recent events had left those authorities little opportunity for such conference. (Hear) He was asked what they had done up to the present. They had sent out a dredger from alta which was steadily at work deepening the harbour to a depth of 30 ft. A further small sum, probably between 3,000 and 44,000.. was being expended at the discretion of the commander-in-chief in repairs to the pier, office accommodation, and Titting Chinest shops for the reception of machinery. The report of the year's work was not yet ready.
