When we are told that it is both desirable and undesirable, possible and impassible, that our Volunteers should have a month's hard training annually, it may be well to remember in what measure Colonials, whose fighting qualities have been proved beyond doubt, have profited by such courses of instruction. With in a week Natal's citizen soldiers have earned undying glory in the field. Six months ago they were merely "volunteers to-day each man is a veteran. While engaged in their daily occupations as farmers, storekeepers, clerks, or professional men, the call of duty was alone wanting to transform them into the most valuable of military material as mounted infantry.

But the majority came from the towns and the villages, and were lawyers, com- mercial man, Civil servants, or mechanics, united socially by the great South African bond--that of colour.

WAR MATERIAL FOR JAPAN.
The Globe says? It is reported from Antwerp that large consignments of, war material are leaving there almost weekly for Japan. Much of it has been manufactured in Germany, and some by Belgian houses; but special instruc tionsappear to have been given by the Japanese authorities that all should be shipped from. Antwerp. From this and other indications, which are numerous, it may be concluded that the Mikado's Government thinks the possibility of war with Russia is at least worth providing for and that renders the situation in China the more interesting just now.
THE FASTEST STEAM-SHIP IN THE WORLD.

The Bailey is 205 feet long and of 235 tons, the average speed being 30 knots an hour (equa! to about 35 English miles); this is a velocity surpassing by far the fastest German mailboat. The great speed obtainable by the Bailey in explained by the nature of its machine-plant. The boilers of an ordinary "ocean-grey bound" usually work under a steam-presstire of 100 pounds whereas the Bailey can support a pressure of 250 pounds and the screw of an ocean steagter makes about po revolutions a minute, whereas flat of the new torpedo des- froyer can make as much as 400 revolutions. The boat can also hold sufficient coal to go 3,000 knots without interruption.

LONDON, February 24th.
His lordship now said he had come to the conclusion that the plaintif was entitled to recover. It was argued that the East Lothian and her fug ought not to have kept her course and speed, but he thought otherwise. Because, resulted, she would certainly have been held if she had not done so and a collision had liable. As to the point raised by the Attomey. General that it was the duty of the tow and tug to keep out of the way of the deer, he had taken the advice of the Elder Brethren, and their opinion was that the position and movements of the fleet did not constitute such a danger to navigation and a collision as to render it necessary for the East Lothian to keep out of the way. The danger was one which the fleet could have avoided without difficulty, though, perhaps, not without inconvenience. The collision could have been avoided by the Sanspareil as it was avoided by the rest of the feet, and be therefore entered judgment for the plaintiff with costs.-P. M. Gazette.

The St. Petersburg correspondent of the Daily Telegraph informs his journal, this morning, that the Russian War Minister bad prepared a plan for acizing Herat while we were Engaged with the Baers. The Tour declined to take advantage of our pre-occupation, and declared that he intended to remain neutral in the present war, despite the sympathy for the Transvaal entertained by some of his subjects. The accompanying circumstances of the project were as follows, according to this Bame correspondent: Lieutenant General Kuropatkin, the present Minister of war, is an extremely enterprising man, and has been known ever since the outbreak of the Transvaal war to sympathize with the clamour of the Russian Press for a military advance in Central Asia, and the occupation of Herat for choice. General Kuropatkin bestirred hingaelf with the strategic railway, and caused the Lushk branch to be completed sooner than was expected.
