THE TOTAL SOLAR YOKIPSE IN MAY
The total solar eclipse due in May is already engaging, the attention of the astronomical world, but the numbers booked for the expedi- tion of the British Astronomical Association are not yet sufficient to enable the provisional ar ringements made with the Royal Mail Steam ship Company for the engagement of the Tagus to be completed. The line of totality, will
traverse Spain, Portugal and. Algiers, 67 se- conds being the 'duration Calculated for the point. An interesting paper on the subject was read by Mr. Crommelin at a recent meet ing of the Association, in illustration of which a diagram was exhibited showing the position of the eclipsed sun among the planets aud con- stellations. Orion and Sirus,will be on its left, Perseus on its jgh Auriga and Gemine above it, while Mercury will be a conspicuous object somewhat nearer the horizon on the right, with its disc fully illuminated and near perihelion. Venus at her greatest brilliancy will be visible in Gemini even before totality, and both Júpiter and Saturn will be favourably placed for obser vation. The velocity of the Rying shadow at Algiers will be abòst 46 miles a minute, and it ought to be possible from the heights above the town to witness its approach before totality, and its retreat on the cast of the bay afterwards. It is sometimes seen fringed with prismatic colours as it advances over the darkened lands. cape,
WHAT CHAMBERLAIN SAYS,
Afe. Chamberlain proceeded frankly to admit that the Government had made mistakes, and was willing to bear the responsibility of them. They had sent out too few troops, there would soul be an army of 200,000 mea in South Africa. They had neglected to provide mounted men, they would soon have as many as the whole Boer army. They had at first refused offers of help from the Colonies, before the war was over they would have an Army of Colonists called to the aid of her Majesty which would outnumber the British Army which was at Waterloo, and nearly equal the total British force which fought in the Crimea. The war had taught us a lesser-the enormous defensive power of irregular or volunteer troops. That would be acted upon by the Goverment by a scheme based on the good will and the wishes of the nation. It was early yet to talk of the terms of settlement; but this he could say: "There shall be no second Majuba. Never again, with our consent, and while we have the power, shall the Boers be able to erect in the heart of South Africa, a citadel from whence proceed diaffection and race animosities. Never again shall they be able to endanger the paramounley of Great Britain. Never again shall they be able to treal an Englishunan as if he belonged to an interior race." The Colonies, in obedience to an imperiat instinct had rallied round the no- ther country in a cause whichi was their own, Parliament were the trustees of the future of
the Empire, and they must be careful not to shatter the growing federation of rising peoples by neglecting the duties of Empire. As Mr. Chamberlain sat down, the House rapidly thinned, leaving the debate to be continued by
Mr. Dillon and Mr. Courtney.

has had no hesitation in acceding to the wishes of the Government at Washington, and a con- vention was signed, on Monday. The Treaty of 1850 is at once supplemented and modified. It will be remembered that as the Treaty stood, both Powers bound themselves not to obtain for each other exclusive control over the ship canal across the Central American Isthmus. The Convention signed consists of four articles, which may be summarised as follows: "It is agreed that the canal may be constructed under the auspices of the United States, either directly at its own cost or by subsidies given to individuals, or by subscription. The United States shall have the exclusive right of providing for the regulation and management of the canal. The canal shall be free and open in time of war and peace to vessels of con- merce and war, on terms of entire equality, The canal shall never be blockaded, and hosti lities shall not be allowed within it, Belligeront vessels shall take only such stores, &c., in the canal as shall be strictly necessary, Troops shall not be embarked or disembarked in the canal except in cases of accidental hindrance of transit. These provisions shall apply to waters within three marine miles of either end of the canal. A vessel of war shall not depart within twenty-four hours from the departure of a vessel of war of the other belligerent. No fortifications shall be erected commanding the canal or the waters adjacent, but the United States may take measures for suitably policing the canal to protect it against lawlessness and disorder. Ratifications of the Convention shall be exchanged within six months of the date of signature, and the other Powers shall be invited to adhere to it,"
