HOW THEY DID IT.

Admiral Tirpita, in introducing the bill, said the historical events of the last two years had spoken in such clear language that the necessity for a strong fleet for Germany had been re cognized in ever-widening circles in the country. Those in favour of a great navy, and those opposed to it differet essentially in regard to the scope, date and period for carrying into effect the increase of the feet, and also con cerning the manner in which tho question should be dealt with. But the reasons for in- creasing the navy could be stramed up in a

Anyone desiring to examine the question of the navy must clearly understand that it is impossible to improvise navies, «On the con- trary, years are required for their establishment.
