In my last letter I mentioned that a move- ment was on foot in political circles in Japan for a strong amalgamation of different political Indies under the leadership of Marquis Ito, but that it was probable Marquis It would decline to give his support to the scheme. On tlie toth inst. Mr. Hostri, Liberal leader, had an interview with Maquis Ito, when the latter said the Government had been able to sur mount many difficulties with the assistance of the Liberals, at he should strongly advise the latter to continue working with the Govern ment, at any rate through the present session of the Diet. Marquis ito also assured Mr. Hoshi, it is said, that he would exert what influence he possessed to induce the Tosa Liher:Is (the chief agitators for a reconstruc- tion of the Cabinet) to keep quiet until the session is over. The Tosa (Count Itagaki's section) and the Hoshi Liberals have been for a long time at loggerheads. but they appar ently now wish to work together, with Marquis Ito as leader and Count" Itagaki in second place. If such a wish were consummated it would greatly strengthen the Liberals; but, judging by Marquis Ito's utterances, he is very unlikely to support the movement.

A meeting of the land renters in the former Foreign Settlement of Yokohama, called by the International Committee, was held here on the 19th inst, to consider the present position and to fake such steps as might appear desimble in their interest. There were about pag hundred fand renters present, and as it was a most in- portant meeting I give a re ume of the proceed ings, leaving out discussions and superflunus matters my information being gathered from reports as published in the local papers. The Chairman, Mr 11. T. Holm, säil! Among the many momentous questions which have pre- sented themselves in connection with the m auguration of the new regime one of the inost important was that dealing with the registration and transfer of landed property and the law of the present treaties. It was found that the necessary machinery of law for registering and transferring perpetual leases was not provided in the Japanese law as it then Stood. Everything being new to foreigners as well as to Japanese it was generally believ ed that things would right themselves bye and bye, and beyond sume individual movements and a general report to the foreign Consuls and Ministers, or to some of theni, ne cóncered action was taken for several months. Towards the end of last year, when the grievou con. sequences of the non-settlement of this ques tion made themselves more and more appevent, the international Committee took upon them; selves to address His Excellency the Minister of State for Foreign Affairs, Viscount. Aoki, on this subject, and to solicit bis good offices in
the matter.
In the letter referred to it was pointed our that although the new treaties between Japan and foreign countries provide that existing leases in perpetuity under which property is now held in the foreign settlement shall be confirmed and no conditions whatsoever othei than those 'contained in such existing leases shall be imposed in respect of such property, yet no such confirmation had hitherto been inade; also they no means had been provided for the registration of transfers, wortgages of successions of property since five months be- fore." The victory of Ladysmith has struck terror into the Colonial rebels. The Boer accounts of the affair ended early with the preinature capture of some unimportant position, leaving the sequel of the fighting unreported.

Towards the end of December an Imperial Ordinance was issued which, according to the opinion of the Japanese Minister should prove satisfactory to the members of the foreign com- munity, and the Minister accompanied this by a verbal assurance that the Imperial Govern .ment never intended to in any way encroach upon treaty rights, and that the delay was due to some difficulty in connection with determin ing form only. As for this Imperial Ordinance the general consensus of opinion appears to be that the situation has not been much improved by it. The only difference, us compared with the state of things existing previously is that instead of one they have now two kinds of superficies--one a superficies pure and simple and another one with perpetual leas" in brackets attached to it. In some quarters it is advanced that the superficies as now offered is, if anything, even better than the former per petual lease. The Chairman at the meeting aaid he did not propose to pass an opinion on a question of this kind, about which even law students had so far been unable to agree, but he could not but share the fear that this double kind of superficies in the future might give rise to mistakes and create confusion and insecurity, which could easily be avoided if the whole matter was once for all put in indisput able language.
The wording of the Treaties themselves is perfectly clear and precise on this point, namely, "Existing lenses in perpetuity under which property is now held in the foreign settlements shall be confirmed, and no condi- tions whatsoever other than those contained In such existing leases be imposed in respect of such property.”
