The news seems at first sight a litle surpris- ing, for a month has not gone by since we heard with mixed sensations that he had been nominated Minister of Commence. The pro-] blems appertaining to that department-hot to speak of the question of Tariff Revision to. which, we were toll, his energies were to be immediately devoted are so vast and so com- plex that the uninitiated might have been excused for expecting that they would occupy his undivided energiek and attention for the rest of his already prolonged existence. Nobody, it is true, who is acqipted with his character and antecedents can hire seriously expreted him to do anything to contribute to the legitimate development of the resources of his country. It was announced, of course, by the henchmen at the Mafarins in Ear pe that the nomina tion of 13 marked the commencement of the longdeferred regeneration of the Celestial Empire, but the collection of irs behaviour during the twenty of thirty years for which he was the superintendent, of the northern trade of China was sufficient to prevent the most credulous from cherishing Any illusion of this sort. Still there were reasons for thinking that he might continue 10 devote himself exclusively to his new office. The true auses of the transfer of Chinese Mandarios from one post to mother can in the first instance, only be matters of surmise to us outer barbarians. In the case of Li Hung. chang, it would be rash with our present faform-Connery, R. H. ation to guess which kind or kinds of causes may have been at work. The sign ficance of the appointment, so far as we are concerned, obviously depends in no small measure on the way in which it has been made. If European influence should prave be responsible for the choice of the new Viceroy, the selection would Another character in our eyes. It is not with France that Li Hung-chang's relations have been most intimate and met notorious, but it is with a Power that, until lately at all events, has been supposed to co-operate very closely with French policy in the Far East. This Power, it is not inconceivable, may have over come Li's objections to relinquishing the Minis try of Commerce and to accepting a distant Viceroyalty either in the interests of rance or in her own. In either alternative the nomination would necessarily impose upon us the duty of extreme watchfulness. Pending further in- vestigation, we are happily not driven to assume that any serious political meaning underlies the new appointment,

The Debats assures The Times that its appre. hension of Franco-Russian intrigues with Li Hung-chang is unfounded, and that France will not deviate from M. Delcasse's "admir able principles; for these have been adopted by France not to win England's good graces, but in her own well-under- stood intersts? France, it says, is the staunch advocate of the "open door," which, how- ever, does not mean the adminstrative and military reorganisation of China by England alone, as advocated by Lord C. Beresford and, perhaps unconsciously, by The Times itself. It demurs to the remark of The Times-that-|- France should not thwart English interests in Kwang-tung, for this would comprise the largest and richest part of China, and if certain ideas prevalent in England were acted upon the partition of China would be precipitated and the peace of the world jeopardised. · FOR 1898.

The production of gold in the United States in the calender year 1898 was 3,118,398 ounces fine, of the value of $64,463,000. The amount of gold produced from quartz mines in 1898 was, in round numbers, 2,800,000 fine ounces and from placer mines 318,000 fine ounces. The South African Republic produced 3,831,585 ounces fine, of the value of $79,213,953. Australasia produced 3,137,644 ounces fine of the value of $64.860,800.

These three divisions are the great producers of the world, their output aggregating 10,088,017 ounces fine, of the value of $208,537,753, or 73 per cent of the pures of the world,
