A New Craze. Russian stockings are the latest fashionable craze in New York. They are double nearly to the ankle, and are munte in two contrasting

A Prince Sentenced. Prince Prosper von Arenberg, who was ac cused of committing a murder in German South-West Africa, under very shocking cir cumstances, has been sentenced to three years' imprisonment and to be cashiered. It is be- lieved, however, that the Emperor will not

Earthquako in California. "An earthquake occurred on Christmas morn- ing in Southern California. San Jacinto suffered severely, the business portion of the
town being almost completely wrecked. It is believed that there was no loss of life. It is reported, however, that ten Indians were killed in the mountains.
The E. E. Cable Oo. The Herald publishes a despatch from Washington stating that, through the British Government, the Eastern Extension Cable Company has submitted claims for subaidies allowed in the concessions granted them by Spain, and has protested against the laying of cables in the Philippines. The Herald's cor respondent adds that the claim will certainly not be granted.
A-Princess-Robbed Princess Louise of Saxe-Coburg, who is under restraint in a private asylum at Lindenhof, is to be produced as a witness at the trial of Lieutent Keglevitch, her husband's lateequerry, who is accused of having forged her name to bills to the amount of £16,000 for jewellery bought at Nice the winter before list. The trial is likely to be of a very sensational charac
ter.
The School Of Tropicial Medicine. During the session which is just diawing to a close no fewer than 28 students have passed through the School of Tropical Medicine. This number is largely in excess of all expect ations, and consisted of fourteen medical of ficers of the colonial service and an equal num ber of private students (one of whom came from Germany and another from Belgium), the latter being mostly associated with large mining and trading corporations connected with the tropics.
Delagoa Bay. Considerable sensation has been caused in Berlin by the publication in the Lakalanzeiger of what purports to be the gist of the contents of the secret treaty between Great Britain and Germany, with respect to the Colonial posses. sions of Portugal. Roughly speaking, Great Britain will purchase Delagoa Bay and all the country up to the Zambesi, while Germany will take over the small Portuguese Colonies in Asia Germany also stipulates to secure to England the occupation of Delagoa Bay against possible objections from France, Russia, or any

Manila Railway Company. The following circular hasbeen issued to the bondholders of the Manila Railway Company tired of he directors regret that payment of the January coupon on the prior lien mort Kage bonds, Series A and B must be deferred until receipt of the guaranteed interest, no other revenue being available, as the fine has been in possession of the American forces and the insurgents since Feb.4 last. The direc tors are advised that the American Government became liable for the guarantee on assuming the sovereignty of the Philippines, and that the delay in recognising the concession, and in payment of the guaranteed interest, is attri butable to the new and onerous duties suddenly thrown on the officials. The company's repre sensative in Washington has done his best to expedite payment and his efforts have been supported by the British Embassy. Claims have been presented to the Government at Washington amounting in all to about £23,700 to October last, and a further cum of about
10,700 is due for the past three months."
The Chinese Minister's Tour. A correspondent writing in the Morning Post, says: The tour of the Chinese Minister among the chief manufacturing districts and towns of Circat Britain promises to be one of interest and importance. The original idea emanated from Sir Chi Chen Lofenglüh himself, but it was duly approved by his Government, which has desired him to layles report before the Emperor as soon as practicable. It is clear that if China is to be cubled to pay the interest on her debt, and to become prosperous, strong, and powerful, a large expansion of trade and of internal development are matters of prime, necessity, especially with her principal customer-Great Britain. For this purpose it is essential that each county should be made aware what the other can uscully supply. The Chinese ought to study our machinery, hard- ware, cutlery, glass, and other multifarious in. dustries pursued over here, and learn at the same time how to deal with their own products, borli mineral and agricultural, o as to attract British purchasers. For his purpose the report which Sir Chi Chen is preparing will play a useful part. It promises to be exhaustive, the Minister having already visited some half-dozen manufacturing towns and having in contempla tion the inspection of a good many more. It will be written in English (in which his Excellency is singularly proficient), will be probably illustrated and traudated into Chinese concurrently with its progess through the Press, and published for wide circulation in China. Considering how cade, ill-informed, and devoid of intelligible, illustrations Chinese works of this nature arc, as a rule, the new official report ought to create a sensation in Feking and the Treaty ports, while in the in- clusion of photograplis it will be setting a commendable example for British Blue books,

Our Future Politics.
Lori Kelvin's forecast of the future of politics in England is worth noting. He firmly be lieves that in the future the party system will disappear, and that the abilities of every dis tinguished man will be taken advantage of by the country. As a beginning, Lord Kelvin suggests that Lord Rosebery's talents should be utilised in a Unionist Government. We are afraid that Lord Kelvin is a little too advanced not only for public opinion and for the present Cabinet, but even for Lord Rosebery himself.

The Weather. The hope of a white, or seasonable, Christ- mas, which were begotten of the frost and snow of early December, have not been justified by On Christmas Day the London sky was as blue as, well, as London milk, the sun shone brightly in the middle of the day, and altogether the weather was less suggestive of Christmas than of an early-falling Easter a bit above the average of Eaatu's meteorological
vious year throughout the Christmas holidays. Several pantomines were produced with success in the afternoon and evening. Puss in Boos, the Carrick pantomime, is a pretty, unpreten tious pantonine, and on its lines may prove most popular. Taken as read" might endorse the record of Mr. Arthur Collins's third Drury Laue pantomine. His luck is in; one year unidoes another in ingenuity, splendour, and prosperity. Jack and the Beanstalk was pro- duced with every indication of a career hast- ened by enthusiasm to the goat of a great success. Those popular favourites, Dan Leno and Herbert ampbell, are once more associat- ed-as Dame Trot and as Bobbie, a very well developed infant. They are vastly amusing. Great success greated The Forty Thieves at the Grand Theatre, Islington, Pantomimes are also being given at several of the suburban houses.
Accidents.
Once again the country has had to pay for its Christmas holiday with a chapter of accidents: No fewer than three railway accidents occurred on 23rd ulto; two of them being auributable to the dense fog which spread over a large area of southern England in the afternoon. At Wivelsfeld, near Haywardsheath, the boat train from Newhaven to London was run into by an express from Brighton, Both trains were wrecked'; the guard of the Newhaven train and n passenger were killed on the spot, thirteen passengers were injured, and two passengers of the Brighton train were killed and-seven injured. Two of the injured passengers have| since died. A Bristol express ran into a Wind sor train at Slough on 23rd ulto. Only two. persons were injured, but the traffic was blocked for some hours. A passenger train ran off metals on the Strathaven and Hamilton branch line of the Caledonial Railway and feil down an embankment. A guard and two passengers were killed, and len passengers were injured some of then seriously.

It is said at the State Department that Lord Pauncefote has not found it necessary to any remonstrance against thealleged violation of the neutrality of the United States by the recruit- ngofvolunteers for service with the Boers.
