WEST POINT FIRE,
This afternoon at the. The $2, the accountant, have been out on bail, the owner of the gedown, U Shau-tin, and Chang former for $5,000 and the latter $2,000, pending enquiries to ascertain whether explosives had been stored on the premises contrary to re- gulations,
THAT the export trade of Japan is undergone a markel development during the past ten years is an unquestionable fact. The nation industry shows the must remarkable record, in the 30th year of 3iziji the trial output was 42,034,975 caties valued at 14997 whereas by the 31st year it had increased lo 68,500,038 catties, valued at 32,105,671 17. Still further progress is exported for best year, The cotton manufactures exported from Kobe from: January to November last year aggregated 26 million per approximately, while the num, ber of bules is said to have exceeded 300,000. At present a forecast of 28 millions of yea over the year is by no means unjustifiable. Thx Mainichi Shimbun, without attempting 1 pass judgment on the merits of the quarrel between Hugland and the South African Republics, is struck by the quality of the resistance that the Boers are making, and by the courage they showed in entering, upon this war. The Teamed Counsel for the Plaintiff con- tended that lic did not claim the intention of the China Traders to issue a policy but he claimed as a right that the valued folicy should be issued to Plaintiff, as the application form and risk note had been accepted and granted. Mr. Francis contended that there was nothing on the face of these documents to show that a valued policy, was to be issued, certainly the amount $40,000 was inserted in both, in the application form it was necessary to put in the aitount which the insured wished to insure for, as it was equally as essential that the amount should be inserted on the risk note, as showing the limit of the risk the Company were willing to accept and on which they could collect pre- miums.

THE SALE OF THE SCOTTISH
ORIENTAL STEAMERS.
Thus the Bangkok Times of 28th ultimo - We were in error in stating yesterday that the present fasters of the Scottish Oriental boats are to be retained for another six years. The period during which they will be allowed to keep their positions under the German flag cession, but one that, as we have already stated, is four years. Even so it is a very big con-
is calculated to.benefit the new owners as well as the skippers concerned.
We understand that in round figures the ressels of this line cost the old company on an average about £18,000, apiece when new, and that the German syndicate has paid for them £16,000 apiece. Altogether the price paid is about 340,000. It is said that when the Ger mun syndicate expressed a desire to buy, an effort was made to ascertain, what other offers could be obtained, the line being practically put on the market; but the price given by the new owners was some £70,000 more than the best of the other offers. The motive of the sale therefore is very evident. We fancy that the motive of the purchase is equally plain, Ger many wishes to increase her mercantile marine, and her trade with the Far East, and in order to establish a connection is prepared to spend money. Of course the British Government's interest in trade' does not take that direction at all, and it would never dream of interfering in any way in such an ordinary business deal.
The lates: rumour is that the German syndicate is to purchase the Bangkok Dock next, but so far that is only a rumour, or at least the purchase has not yet been concluded. By the way, people are beginning to ask if the British authorities here have not been a fittle "too previous" in getting the new court- house built. If the present rate of progress is kept up, perhaps the German syndicate might be induced to buy, that too.
