AN official telegram from the Governor of Kueichou, received at Shanghai on the 21st instant, states that the insurgents in that pro- vice, under, the leadership of a notorious character named Chên, Li-ch'uan-who is alleged to have been connected with the mur der of the Rev. Mr. Fleming-having been joined by a large body of lunan inalcontents from Hangshan, under a bandit named Chung Sheng, at first defeated the troops sent against them, but that when the Kucichou troops had been reinforced by a contingent from Hunan the numbers of the opposing forces were more equalised. There were several trial skirmishes in which the Imperial troops were invariably successful and then on the 18th instant it was decided to attack the insurgents in force... The battle lasted six hours, resulting in the defeat of the latter and the capture of the Kucichou leader Ch'en, while it is known that Chang Sheng, the Hunan bandit, was carried off the field badly wounded.

THE impeachment of Marshal Su by Li Ping- heng on the charge of conceding too much to the French at Kuangchouwan has resulted in the Marshal being deprived of his Grand Come

It will be remembered that being a persona grata with the French, he was sent down with plenary power to settle the French-demands, but even so when the French demanded Nano Island he wired to the Empress Dowager for instruc tions. The Tsungli Yamen having been informed by the Chinese Minister in Paris that the French Government-meant business, Marshal Su was instructed to do whatever was necessary to prevent the French going to war, The only course open to the Marshal was to concede what França demanded. They murmur Oh dear me this is most unforseen but it must be borne in mind: that a statesmarf is great in so far as he is able to forsce events, and provide: against contingencies. Such a man was Disraeli. He recognized the value of the Suez Canal and the sound policy of not. Mr. Gladstone, whose mistaken policy of securing the Canal shares. Let us at any male hope that at last the Government has really roused itself and that we shall see steps taken to raise the forces in South Africa, to the number of men which it is possitively necessary for us to have there, namely from one hundred and fifty to two hundred thousand fighting men,
