The Times describe the situation of the garrison at Laith as most sad. The daily rations have had to be lessened. rages among the garrision, and carries off an number of victims. These calami- ties are aggravated by the heavy bombardment increasing of the Boers, who have ound out the weak spots of the fortificatnois. Their fi e is directed upon these spots. A Boer Ruse.
LONDON, December ist.
The garrison at Mafeking was nearly caught in a clever Boer trap a little time ago. The enemy suddenly disappeared, leaving a big gun behind them. Luckily, Colonel Baden-Powell suspected a trap, and cautiously sent out scouts, who discovered a large body of the enemy in hiding in a dip of the ground whence a hot fire could have been poured upon the spot where the gun was left. No engagement took place and the scouts retired. The Boers, finding the ruse had failed, took possession of their guo again.

Dr Ho Kai said he did not intend to offer any opposition to the Bill under the circum- stances but in committee intended to move an amendment limiting the period for the opera- His Excellency the Governor, explained the limited operation of the Bill and expressed the opinion that the time limitation proposed by Dr Ho Kai would be perfectly reasonable, and on putting the question the second reading of the Bill was passed.

(The building shall be constructed and maintained in a satisfactory sanitary condition. (The mezzanine floor, or cockloft shall not extend over more than one half of, the floor area of the room and shall have a clear space below, it of not less than nine feet measured vertically, provided, that this space is sufficient to prevent the obstruction of any doorway or window situated in an external, wall.
(d) The space above such mezzanine floor, or cackloft shall be used for storage purposes only, unless such space measures not less than nine for sleeping purposes also. The spaces above feet vertically, in which case it may be used and below such mezzanine door, or cockloft shall not be enclosed except in accordance with Section 4 of Ordinance 34 of 1899.

Mr. Pollock, for the prosecution; went briefly over the circumstancesconected with the piracy. The plaintiffs were imployed on the funk Pua Lee and had for sonic months past been trading up and down the coast. On Saturda the 25th November, they were attacked whe outside the Lycemun, pass by a small boa. manned by five men armed with revolvers and swords who shot the steersman in the thigh and drove the remainder of the crew below and then
rifled the junk and escaped. On the pirates tearing the junk the crew of the latter iurned' back to Saukivan and gave information, and on the following day a police launcli discovered the boat belonging to the prisoners, on the shore. The police landed and four men, who were, in the boat; ran away and the police, on chasing them, captared three of them whilst one got away When arrested part of the stolen pro- perty was found upon two of the men. Noth- ing was found on one of the prisoners, but as he was in company with the other two it was a fúr inference that he was concerned in the piracy. However, the prosecution did not depend upon that fact nione, but three out of the five men of the crew of the Puw Let indentified him as being one of the robbers. The fourth man, the one who escaped, was ar rested by the police the next day and. was identified as being one of the pirates. He would now call Chân Tung.
