SYDNEY, Thursday. At yesterday's meeting of the Sydney Cham- ber of Commerce one of the members protested against the approval recently given by the committen of the Chamber to the Eastern: Extension Telegraphs Company's scheme for the laying of a cable from Cape Colony to Australia The giving of such approval would, he said, mean a nail in the coffin of the Pacific. cable scheme.

The Hon. J. G. Ward, of New Zealand, who has been interviewed here, favours the laying of both the Pacific and the South African. cables. The development of trade with the Cape must, he says, be enormous. The con- struction of the Pacific cacle.is, in. New York newspapers arengitating rigorously for a full inquiry into an extraordinary army scandal. Captain Oberlin Carter, late of the Kyoshisgum United States Army, was tried by court-martial last year on a charge of mulcting the War De- partment in about a million and a half dollars in connection with the dredging.improvements at Savannah harbour. He was duly convicted. and sentenced to imprisonment. He has, nevertheless, been mysteriously permitted to in- clude New York city within the limits of his arrest. Since the discovery of this the Press has attacked the Administration for scandalous. favouritisns, and demands the immediate in carceration of the ex-captain. Carter replies maintaining that he has been mado a sacrifice by chiefs in the American army, similar to Captain Dreyfus in the French army. He der mands & fresh trial, in which, he says he will show that he was made a scapegoat for many army officera, who should have been convicted of irregularities. In this, he says, lles the secret why he has not been further prosecuted since his conviction." If he is imprisoned he threatens to drag down others, The affair is keenly discussed, and will have to ba threshed out.
