RUSSIA PLAYING A WAITING GAME.
GOING SLOW FOR FIVE YEARS.
The London Daily Telegraph publishes a long interview which its St. Petersburg corres pondent has had with a high Russian official conversant with affairs in the Far East. This gentleman expressed his belief that for the next five years Russia will agree to cenain compro mises with other Great Powers with regard to the Far Eastern questions, because just now she is not in a position to enforce her conditions, deprived as she is of any possibility of backing them up by arms.
But," he said, "in the course of the half decade, not only will our great Siberian railway be finished, but Port Arthur will be transformed, into a fortress of the first rank where a powerful squadron of fast armoured cruiser and a numerous torpedo boat fictilin will be concentrated. I quitting Corea the Government wanted to avoid undesirable diffi culties with some of the Powers, but at the same time it is a mistake to suppose that Russia had definitely abandoned Coren, handing it over to the tender mercies of Japan or to Eng land-

Our quiet but firm policy in the Far East has led to an agreement with England by which we have obtained more even than we desired. It is absurd to affirm, as some people do, that the agreement hands the whole of China over to England.
