Doubtless the Empress Dowager would be only too willing to allow Japan to back, her in her designs, but we fancy that Japan has too much sense to be drawn into any scheme which would tend to make the Yangtze Valley uncomfort- able for Great Britain. Japan could not afford to make an enemy of us at the present moment and would certainly be wise enough to see that any interference as regards the Yangleze Valley would be running directly in the iceth of British enterprise.
