REOPENING OF THE PORTS.
ORDER BY GENERÁL OFIS, Generd Otis, we are glad to feam, has now given his permission for the despatch of steamers to the different ports at which no American troops had been stationed, but had been blockaded on account of the war. The
raising of this blockade has avoided a terrible crisis in the mercantile marine, and all the ports in the south of Luzon. San Fernando de la Union. Aparri, and those in Samar and Leyte are now open to traffic,'beskles of course the ones already in the possession of American. forces.
THE TRANSPORT "GRANT." After a remarkably pleasant passage, the transport Gral arrived Stonday night about jo o'clock. Of the old crew but three remain, Baker and his chief clerk, Mr. Frank Captain Chici Engineer Lindlay, the new
crew being shipped in San Francisco. About a week ago, Mr. Lindlay met with a severe accident which may result in his being injured for life. While working on the machinery which supplies the cold air for ventilation of the ship and also the refrigerating rooms, he slipped, and in fatting one of his hands was caught in a revolving fan. Before he was released he had received several bad cuts across tho back of his hand, breaking the bones and severing tendons.

A Desperate Flight. The Firth of Clyde has just been the scene of a desperate but unsuccessful flight of a steams trawler from a fisheries gunboat. The Liver pool steam trawler-Kingfisher was sighted by the Fishery Board's vessel, the giant tmwling within the prohibited limis. As soon as the Kingfisher was discovered away she steamed full speed ahead down the Fink, fol: lowed by the Vigilant, The pursuit lasted fully an hour during which time six blank shots were fired by the gunbuat without result, The Vigilant then opened fire with ball, and after three discharges the trailer capitulated, and allowed the Pigilant to come alongside.

Emperor of the Catholic Religion, as the Head of all the Catholics in China, and decree ing that the Power to which the Pope may, entrust the protectorate over Catholics in China will be recognised by the Chinese Government as the possessor of the Protectorate. It is con- sidered very doubtful, however, whether the Germans will allow their Catholic subjects in China the protected by France, and it is "thought" that if Italy takes an active part in China she ought to protect her own Catholic missions. It is likely, therefore, that the old struggle is likely to arise over the point be tween Italy: and Germany on one side and France and the Vatican on the other. University Sports.
There is excellent prospect now of fine Inter- University sports between Oxford and Cam bridge on the one hand and Harvard and Yale on the other. They have taken berths for aboul twenty men in all, but the exact number that the two American Universities will send to mee! Oxford and Cambridge has not yet been decided upon.
Siani appears to be on the high road to disso- lution. Details are published by the Matis of a new small-bore repeating rifle which has been invented by Captain Daudeteau, and which is at present being tried by the Normale Firing School at Chalons Camp. Captain Daude teau's weapon, whlist getting over the bore difficulty, is believed to retain all the advan tages of the Lebel rifle, and, at the same tinie, to have done away with certain defects. It is of 6 millimètres calibre, and will have a magazine placed beneath the breech, and capable of holding five cartridge. The rifle can be loaded by either a charge of five cartridges or by single cartridges placed in the breech. The bilet propelled by it is said to be capable of penetrating a horse from head to tail ela distance of 2,000 mètres, whilst beyond that distance the pllet has great des- tructive power, and will pulverise any bone with which it may come in contact. The fatin says that this arm is certainly the most form most form dable yet constructed.

It is as unnecessary to accept the recently. concluded Anglo-Russian agreement as a panacen for all our ills. in China, as it is to constantly call that our opponent does We have, is true, given up the fair-field-and an-favour policy in the matter of railways, so far as we are concerned, to Russia nurth of the Great Wall, and Russia has done the same by us in the Yangtze Valley, Russia is free, ns, we are, to emer other districts, granted always that her requests are not such as to disturb that delicate machine-the balance of power.. The cause of the present rumpus is that negotin tions are going on between the Russo-Chinese Bunk and the Chinese Government for a loan to prolong the railway from Taiyuen-fu (from Peking to which city the railway is at present under construction to Singan fu; the capital of Shensi. The first thing to be noticed is that Singan-fue is not in the Valley of the Vangtsze; it is on the Wei River, which belongs to the Yellow River systein, and is separated from the Yangiste by two moderately substan tial mountain ranges. Now, Germany has more or less laid claim to the Yellow River Valley as im her sphere of influchice, and if this policy is to prevail, instead of the position under the Treaty of Tientsin, it is consequently evident she would be really much more interest ed than we are. We are told-though the state ment lacks confirmation--that Russia has like wise notified the Chinese Government that no concession can be, granted without Russian consent for any railway from the south to join the Tauen section of the Cheng-ting Taiyuen Railway Apart from whether the
