A Tokyo dispatch of June 18th states that a French capitalist, who is thinking of investing his money in the more profitable Japanese shares, recently communicated his desire to purhuse half of the whole number of shares in the Tokyo City Trimway and Kyoto. The story sounds apocryphal.
New Customs Regulations, The Conference of the Superintendents of the Custon's bouses in the Empire, which was held in the Finance Department, Tokyo, was concluded on the 15th inst. As a result of the Conference, greater convenience is to be given to merchants engaged in foreign trade, and certain innovations are to be introduced into the management of the Customs business The Regulation concerning the operation of the Custoins Law recently announced will be made public shortly. The most important" change in the Customs Regulations is the shortening of the term of the notice which must be given before entering a vessel at the Customs-house from 48,te 24 hours.
Proposed New Shipbuilding Yard.
The Mitsu Bishi Company has had under consideration for some tinie a scheme to con struct a large shipbuilding yard, at Wada, Kobe. The company has purchased ground there to the extent of tens of thousands of subo, but the area is still considered insufficient, and
along, that for the present, at least the Chinese will be confined to the existing Treaty ports few with the representative.
In a recent interview of the Osaka Mainichint Fobe on this question, Governor Ohmori stated that the investigation of the Hyogo Kench into the preparation for the operation of the new Treatie were already completed, so-

The Tokyo Gover ment, however, had not yet decided whether the whole country should or should not be thrown open to the Chinese. In my personal opinion" continued the Governor, " "there would be no objection to opening the whole country to the Chinese. On the Settlements being abolished, the Chinese might be allowed to the subjects of the Treaty Powers. In Turkey, enter the interior freely, in the same manner as the Japanese, who were the subjects of a coun try with which Turkey had no Treaty, were allowed, without restriction, to go to any part of that country. There can be no reason why the non-Treaty countries. The Chinese: are Japan should refuse to admit the people of
the subjects of a Treaty country which is on the best of terms with Japan, and it is only proper that the whole country should be open- ed so then and that they should be given every facility of trade and travel In saying this I do not maintain that she country should be opened to the Chinese without any restriction, Some restriction must be put on the labourers. I have even memorialised the. Government con- cerning the restrictions to be put on the Chinese residing in the interior, but I should not at prescut advise the enforcing of any such restriction. There are now some 19,000 for ber, about 10,000 are hinese. Of the latter, eigners resident in Japan, and out of this num the Cantonese are most numerous, and they have been brought more into intercourse with foreigners and have mork knowledge of affairs in Europe and America than the rest of their compatriots. Thus they may be said to be the most advanced of the Chinese."
