THE THILIPPINES. We have heard many opinions given on the subject of the refusal by the Filipinos to entertain the proposals set forth by the Ainericans for peace. Some of these opini ons are in favour of the action taken by the Filipinos and others again are against it. The American side of the question has been marle public, but, so far, we are not aware that the Filipino view of matters has been given.
