May we express a hope that His Excel- lency will not permit the military force in the 'concession to be unduly weakened or too rapidly withdrawn. It should be kept up to such a strength that it may be able to hold its own under any circumstances for a couple of days and not be withdrawn antil the re- cent agitation has entirely quieted down both in the new territory and in the country beyond. Every effort will be matle in the in terests of the Civil Government and of its principal representatives over there to induce him to call in his men at the earliest possible date so that the officials may take credit for tranquilizing the people and minimising the unfortunate results of their mistakes of an earlier date.
