The question is, however, what will our Government decide to do and how will they do it?

FRIENDS OR FOES?

Is Great Britain prepared to maintain the integrity of the Chinese Empire and thus keep the door open to British trade, or will she be content to sanction the formation of spheres of influence, which may, as was recently pointed out by Mr. J. J. FRANCIS, Q. C., in his lecture before the Odd Volumes Society, ultimately develope into the acquisi lion of the territory included in the sphere of influence of each Power concerned, 'and the consequent disruption of the empire? If we are to support China, then her enemies. will of necessity become our enemies, and a clear understanding must be arrived at of the intentions of the various Powers "concerned in the question of the future of China in order that we may be enabled to distinguish between those who are in favour of the maintenance of the Empire of .China and those who favour its partition. In other words we must separate our friends from our possible enemies...

SPHERES OF INFLUESCE.

On the other hand, if spheres of influence are to be created then no time should be lost in plainly stating what is considered to be the British sphere or spheres, defining boundaries and giving our reasons for con sidering such tracts of territory to be under our influence.. This statement having been made, the other Powers concerned can do. likewise, and, if needs be, raise objections to the various claims put forward. But then, will the Powers agree? Russia will doubtless assert her claim to the whole of Manchuria and as large a slice of the northern pro- vinces as she dare, while France will wish to push northwards from Tongking, Germany la already established in Shantung and soʻis Great Britain, and cach will have a claim to put forward in that region, Then, we are
