On December 13, the Irresistible, a twin- screw, first-class burbette battleship was launched at Chathain, being the second of three battleships designed' as a step in advance of the Majestic class. -In The Educational System of Great Britain and Ireland Mr. Grahain Balfour places on re- cord the expenditure of Great Britain on educa tion:-
In 1833 she began with a vote of £20,000; in 1860 it was £800,000; in 1897 it was over £9,000,000 in public grants for elementary education alonej exclusive of nearly, five mil lions raised by rates for the same purpose. For the first quarter of a century after the passing of the first Elementary Education Act, the total expenditute in England and Wales under this heading, from all sources, public and private, is estimated at £210,000,000. Secondary and technical education draw 1,500,000 sterling annually from endowments and local rates while the universities and university colleges derive more than £1,000,000 from in- come and subsides: The total education fund from public grants, endowments, and other sources must amount to fully £20,000,000 a year for Great Britain and Ireland."

France has a large and efficient army and a navy which is only second to that of Great Britain, and, the possession of these two formidable armaments makes her art important fictor in the world's military situation. But they have been acquired at an awful cost, and their usefulness could not but be. hampered, in case of war, by the mill-stone of debt which hangs round the neck of the country.
