NOTES AND COMMENTS. The news of the occupation of Iloilo by [1539 the Philipinos, contained in the Renter's telegram which we publish to-day, is indeed grave, if true. The Philipinos by occupying the town of Iloilo on the withdrawal of the Spaniards have virtually become possessed of the post. for we fail to see how the Spani- ards could have surrendered to the Americans when the latter-were not present. The action of General Rros will certainly tend to complicate matters considerably and it is much to be regretted that he did not manage to hold out until such time as the American forces were ready to take over the town. There can be little doubt but that the United States authorities would have pushed matters forward had they been informed of the state of affairs and would have arranged for their troops to march into the place as the Spaniards inoyed out. A SCRAP AT THE OUTPOSTS. A few days age some of the American troops on outpost duty in Santa Ana district entered. the Philipino lines and when asked to retire to their own lines assaulted a Philipino officer, with the result that from words the native and American soldiers got to blows. As soon a the Commander of the native forces heard of this he concentrated about 10,000 men near Santa Ana (a suburb of Manila) and notified the Americans that he was within his rights in holding the position previously allotted to the national forces, by General Otis, the Com mander-in-Chief of the U.S. Forces in the Philippines. As soon as General Otis found out the facts of the case he forwarded an explana tion to General Aguinaldo.
