THE PHILIPINO QUESTION.

By the last French mail arrived reports of an interview obtained with General MERRITT by a representative of Reuter's Agency, with reference to an appeal to the United States. issued by the Philipinos. We are not told of the name of the appeal beyond the fact- that it niained complaints which the Gener: "read with great interest." General MERRITT made no reply to the complaints bur contented himself with generailties and a glimpse of his knowledge of the natives. He referred to the Philipinos as "children," though when he arrived in Europe from the Far East a few weeks, previously he is reported to have said to a representative of the New York Herald that "the Phili- pinos are better fitted for self-government than the Cubans", which does not lead one to suppose that the natives of the Philipines, especially their leaders, are to be regarded as a parcel of children. We think that the General is wrong in his estimate of the na- tives and that, as we have previously stated, and as Mr. CHESNEY DUNCAN pointed out in his letter of the rath instant, the Phili- pino Question requires careful handling if serious complicatione and great dislocation of trade, as the result of internal disorder, is to be avoided, as we hope that it may be,

The chair was taken by R. S. M. Wilson the Regiment's popular and energétic Regimental Sergt. Major, supponed on his right by Mr. Blake of the Naval Dockyard and on his left: by Mr. Bew of the Ordnance. Quite a few of the officers attended and a most enjoyable but rather lengthy programme was given. Want of space only prevents us from giving ar ac count of cacks turn, as they were all most excellen: Great trouble must have been taken in getting so many of the leading "stars" of the Colony together at one time, an opportunity being given of seeing and bearing each comic in his own particular style. Mr. C. T.
