In conformity with French Parliamentary Parliamentary custom, M. Lockroy has now prepared his programme of new construction for 1899. It is a very intposing one for France, comprising the following units:-Two first-class battleships, costing £1,200,000 each two second-class cruisers, costing £320,000 each; two destroyers, costing £40,000 each; four large and seven small torpedo-boats. The design of the two battleships marks a new no ship of much over 12,000 tons displacement. The first of the six torpedo-boat destroyers which Messrs. Varrow and Co. (Limited) are building for the Japanese Navy was launched on 15th ulo. from the firm's yard at Poplar in the presence of Admiral Matsunaga, Captain Kondo, and Captain Kurobe, and several other Japanese authorities. The ressel is named the karuchi (Thunder This vessel corresponds to the 30-kuot destroyers of which so many have been constructed for the British and foreign navies, but the armament is slightly different.
The Japanese 3-knot torpedo-boat destroyer Murakumo (Darkening Clouds) was success fully launched on 16th ulto, from the yard of Messrs. John . Thorneycraft and Co., of Chiswick by Atini Matsunagat, assisted by Captain Kondo, Captain Kurdbe, 'Captain Fujimoto, the commander of the vessel, and other Japanese officers. This is the first of six vessels now being built by Messrs. Thorney croft and Co. for the Japanese Government, and, with the exception of the armament, is similar to the numerous vessels launched from this yard which are ups in commission in the British and foreign navies.
The Russian Government has given orders to the Nevsky Shipbuilding Yard for twenty three torpedo-boat destroyers of the Soknd type. Five of these are for Post Arthur and Vladivo
stock.
The deal, at the age of fifty-eight, at Limerick, is reported of Commander G. G. Hunt, R., retired. Born in 1840, he served as a midshipman in the Black Sina during the Russian War. In June, 1857, he was engaged during the China War in the destruction of the war junks in Fatshan Creek, and was present at the capture of Canton, for which he had the China medal, with clasps for Fatshon' and Canton,
The Brisk, cruiser, Commander R. B. S. Wrey, which was commissioned recently, had a successful basin trial of her machinery at Chathamn Dackyard. She was afterwards Blaced in déck for a final examination of her under-water fittings. The Brisk is to call at Sheemess to carry out her commissioned trials, in ship her powder and shell, and to adjust her Compasses
Tie Chinese Government is about to build two torpedo dispatch boats and a river torpedo- boat in its Foochow arsenal. The plans for these vessels were prepared by M Dayére. The torpedo dispatch-boats will be 360 ft. long by 27 ft. 2 in. "beam; they will be fitted with engines of 7,000-horse power, built in France, and they are to attain a maximuni prescribed speed of 23-knots per hour. They will each Carry to guns and two lance torpedo tubes. The river torpedo-boat is to be go ft. long, and is to be fitted with engines working up to 350. horse power. These engines, which are also to be built in France, pre to ensure a speed of 201 knots per hour.

This is directed against the practice recently introduced by officers anxious to see service, of obtaining leave of absence and proceeding to the front on their own responsibility, trusting to luck and to the everpressing want of officers for odd jobs at such times to obtain some temporary employment which will give a chance of distinction and a claim to a medal. While such keenness to see service is very natural, it is not in accordance with discipline, but the notification now made seems an odd way of checking it, and is significant of the difference between our Army and those of other Powers.
