A Tokyo dispatch to the Osaka Mainichi states that the Government proposes to meet the deficit in the revenue for the next fiscal year by increasing the taxes on land, incomes and saké, by making the leaf tobacco monopoly yield larger returns, and imposing a tax on the Bank of Japan: Sonic minor taxes will also be imposed. It is estimated thus to raise an additional revenue of 32 million yen for next year, the balance of the deficit (about so millioon yen in all) being supplied by borrowing the indemnity money. It is estimated that by the increase of the land tax a total income of Y14,500,000 will be obtained in the next fiscal year, and 22,000,000 in this fiscal year after
