The complete programme of naval construction contemplated by the U. S. Government includes
· fil cen new warships. The speed has been revised to secure a minimum of eight thousand knots for battle-ships. This means an unbroken voyage from San Francisca to the farthest Colony and the adaptability of the ships to the Pacific rather than to the Atlanilc service. The ships will be armed with guns of various power, the largest calibre being twelve-inch. The broadsides will all be sheath- ed, and the ships will have other mlaor improve- meats, according to the requirements based on recent experience. Thus the efficiency of every represented type of vessel over the existing examples will be increased. Including the new proposed troopships, the cost of the new pro- gramme will amount to nearly filly million dollars,
