THE
WAR.
MANILA NOTES. (From Our Resident Correspondent)
MANIKA, July 15th, From abrut = quarter to fire untilnine o'clock this morning there was a very face made by the rebels all along the Spanish line of delenc. Quick-firlag gant, feld pieces knd Mauser and Remington rites were to be heard, from all quarters and a shell barst at the gate of an Englishman's bound at Santa Ana, Boilets were flying amand, a woman was shot loa bause next to the English Clab and the cook in the Telegraph Station at Malate est a builat through the band and leg while lying asleep. How many lives were lost in the trenches It Is Imporalble to say, but this is certainly the most determined attack that the rebels bave made ** yet, and they have been repulsed all along the line.
There is a great dearth of news here now and' our only hope of getting any la er out is by meats of warships, for the blackida le now strictly maintained. Food in growlog scarcer too, and beef, except water buffalo, is not to be obtained to the market.
I hear that by permission of Admiral Dewey a palest was allowed to go over and visit his col- leagues at Cavlin who are pilioners of the rebels, and he reports that they sro to a sad way, nearly starved, cruelly treated and one of them bag had bfs more cut off. This of course might have been done before he came into Aguinaldo's hands, but such barbati ies will not dã ike rebri Cause any good.
Joly 16th. The Chixa mirived this afternoon, bringing troops variously estimated at from fifteen bundred to two thousand. It is wald that General Merit bas answed by her and also thai he will not be here for several days. I am unable to find out the truth.
There is some pretty heavy firing golag on and the Spaniards are sending more field guns to the front, It is stated thaï the rabais suffered heavily in yesterday's attick. A good meny wounded Spaniards were brought to, but I can- not discover the extent of their lostes. There is no doubt that the rebels tiled all they know to take the town and that they failed. They are asið, by their friends, to have had twenty thou sand men in the attacking force and that wlikin a low days they will make another altempt to tave the city wib sb'rty thousand. They are very Roxious to capture Mantis before the Americans commence walk.
The Spaniards confidently expect the rella! squedion to arrive before the twentieth and they are dolog all they can, In the meastime in the hope of lis turning up safely. They are I fear doomed to disappointment, and it will be envere. They may that Admiral Cámara is a splendid commander, has spent a long time to England and speaks English fluently.
July 17th..
I visited Santa "Ana and rode along the trenches on the Spanish side, finding many of the Spanish soldiers were looblog very sick and lil from the terrible life they must lead there. They can never be sore when an attick may take place, are badly clothed, badly led, up to their walsts in water and have nothing to vary the horrible monotony between the rebel attacks. From Santa Ans I went to Malate and found fitlog going on there just the same. At most of the posts nothing is to be seen of the rebel bat a few paffs of smoke, as they take good care to keep well under cover,
About 7 30 this morning we saw three ships accompanied by the Boston steam into Cavite, and they turned eat to be the real of the 'Ameri. can transports. It is said that the Amarlesne now have ten thousanditoops at Cavite, and I General Merrit is with them :we shail not have long to walt for the fall of Manlis,

Quick steamers could rid the rivers of these cumbersome craft, which take days to mike Journeys that could easily be done to hours. OFFICIAL INTERVIEWING.
DISAPPROVAL BY THE SICRITARY OF STATE.
The following circular letter frora Mr. Cham. berialo to the Governors of the Colonies has been pubilobed :-
My attention has been called to the practice which bas recently become not uncommon, and of which I entirely disapprove, of Governors and other officials in the Colonial service, or recently in that service, allowing themselves to be sad giving their opinions on debateable ques Interviewed on leaving or arriving in England, tions of public policy, or on matters affecting the defence and military resources of Billah possessions.
I need scarcely point out tha grave Inconvenience which might result from the practice referred to; and I therefore con sider it necessary that all officers employed under the department in the Colonial service should be warned, under pain of serious con- sequences, not to allow themselves in be inter- desires that you will bring this cireniar despatch viewed on questions of the nature indicated. A TERRIBLE INDICTMENT.
The Paris correspondent of the Sunday Timer writes I-
M, Urban Gohler has sent me the proofs of his sensational article in the Revue Blanche, which will be published in a day or two. The Indictment against the chief of the army and navy in so terrible that I will only giva a fow of the heads. To begin with, the writer, who is a military expert, accuses admirate and generale of wholesale robbery. The fleet, which has cost £210,000,000 since the war, is a huge network of cambrous uselessness. The sad story of Madagascar is again told. Instead of 10,000,000 france, the figure now stande at 37,000,000, with a prospect of farther siezlie extravagance. The number of men who died of fever was 7,500, and the campaign has only consisted of a few miniature skirmishes. In another portion of the anticla M. Gabler declares that France is the laughing stock of Europe with her faisa patrio.
