China tu throughout the warld, where the Unloo Jack flies, at which you sic not as well treated as our Dwa people." Nobody picked up the gauntlet, but a merchant of the Fatherland remarked, "Wel, at 'TongKong I confess 1 bave every advantage of a British subject, only I am not sommionëď by servo on Jartes" In other words he was heller off than the Britons by escaping an unwelcome llablity, What are the sells of this brathy ? Why, that Hong. Long and Singapore count among the wonders of the world. The trade of Hongkong Is wonh over 20.c05,000 serilog per annum. I believe that this amount exceeds the sum total } of the French colontes, Algeria included. / Thej population increased in the last ten year40 pr cent, and is the most contented in Chios? It is the same thing in Slogapore, and right through | the Malay Peninsula. There the social fruits 10 no less striking. The Chinese grow rich, there being no mandarla to squeeze, they lake a leading part la municipal work, have begun to educate their daughters, shjare the stupiditler of bandaged feet and ancestor worship, and even to cut off the pigtail or queue. In another .generation you will beer of the Chinese waltz Observe, too, that and the Malay coillos. England has used no force to produce all this; The bas merely provided the conditions-liberty, Justice, and secuelty, Colombo, Hongkong, and Shanghat are object lessons for all mankind to show what these conditions mean. What 'France has done we see in Tangking; and Roszla knows 1 múch about advancing trade a1 an elephant does about making watch, It is not a small matter to reflect ibat il England | 'should fall in her attempi to preserve to Integrity of the Chinese Empire, one-third of the human famly will be exposed to perils of war that they had not known before.

In all that precedes it is assumed that China can and will reform. I find this to be the opinion of the men who have kcown Chios longest and best. Sir Robert Hart, who has spent Early four out of his total of alxy-three years in this country, has no dontt of it. Dr. Marila, who was thirty years in the Impeilst service, bead of the Tangwen College, and one of the formost writer on Chinese iterature and philosophy, is equally confident. Outside pressure will do her good, but the country needs peace. The Chlaese are themselves aware that they stand on the edge of precipice. They are almost paralysed by fear of Russts, and require external guidance. China wants a leader, sad the Chinese system does not famous the coming of the strong man la the hour of supreme need. War on China's account at this moment would be worse than aseless, The Feking Government must be made to feel that they have to work out their Den salvation. Our policy is clear. It is first to promote a national army, commanded largely by Western officers, In place of the sham pro viccial militias, Secondly. It is to lorist apon well-known laternal reforms, especially the mittgallon of the squeeze. Thirdly, it is la pro- mote a Chino-Jspañere alliance, towards which things seem to be tending. With a well drilled, officered, and paid body of a quarter of a million troops and twice that number could be easily raised-a Davy under English command, and the aid of Japan, China may yet recover ail she has lost.

In the other letter he says ---

I cannot help quoting a story which I heard only yesterday from traveller fresh from Mongolia. Due aerib from here, beyond the Great Wall of Chin», is a gold mining company which is doing remarkably well. In this favour ed land, where public rights do not exist and private sights ie not recognised, you never publish glowing aancial reports. That would spell "squeeza"; so the particular concern in question deplores parennial loss and lives ap parently on its accumulating deficiencies. Three Sikte aspectors of the mandaria order were sent down to examine the condition of affairs. The Chinese managers knew. better than to go into the detalls of the workings. For full fortnight two of the worthies were kept Jütoxi cated most of the time with oplom, and all three with champagne ; while to cheer them at lucid istervals fifteen girls "skilled in singing and the dance" were imported from the towns. I have no doubt the filò were all Confucian morallets, bet they were not proof against oplum, wise, singing girls, and tzels, and they went ther way to report that the mine was, alas, a losing With the growing isolation of the Chinese Court of the last few generations in- creasing degeneracy has kept pace. Every pro. minent writer, and even the nalive novels and plays, have depleted the decay. As bas been observed," a hardy Son of Heaven occasionally enjays long reigɔ, but in the more common course of events a short and inglorious role is brought to a premature close by the effects of debauchery and inantiion."
