them. Siictly speaking not even a French wortel can demand admittance into this part, a right reserved by treaty for Asasmito shipping only. What then was to be raid of an arcarib- ly anglats, who insisted not only on going to Tam-Quan, but on gofag thither in a ship Dylog, his red British flag in broad daylight 2 I plead. ed that Annamite treaties were practically so much waste paper, and that 1 did not think much of the Emperor, as the Resident's permis ssion was quite good enough for me, and lastly

• that I wanted to go to Tam-Quan. They thought me an unreasonable asi, but I finally got the desired permission and took the selves, sometimes go to the trouble and experne of observing certain formi, when they take over somebody else's country. Like ourselves they start with a Piotrctorate, which is milli the nominal Government of Ansamƒ (he French are now however discussing a scheme under the title of Federailon, placing Cocbla- Chios. Cambodia, Annam and possibly Tonkin under one generál săministration, Federation is a word with which we have been made famillar of late, but as for such a stupid word sa Annexation, it might as well be inft out of the dictionary, becanes it means nothing in particolar, and besides we could not think of such a thing

I found Tam-Quan to be a nasty dangerous little barbour, dominated by a gigantic ridge of hot sand and a lot of rock. On this ridga thers was a low tumble-down thatched building ; some four or five thick cables were passed over the roof of this house, and made fest to great blocks af rock, which had been brought there for that purpos. This was the home of the French Collector and his wife, and their house had to bs secured with cables in this way, because the stormy winds do blow at Tam-Qase, to such an extoni, that even the houses have to boiled up prevent them from going stray, I was received with the usual kindness by the Collector and his wife, and we talked matters over together.

During the year one Chinaman bas compromised. He had occasion to visit the colony of Hongkong, and found that the courts there could compel him to pay, and in the event of our being able to make the remaining Chlosse seitle an fame terms as were given him, we should receive nearly £150,000 in reduction of defciency account. our cars against the Chinese has been in the bands of her Ballanole Majesty's Minister at Peklo for some time, and we have just learned by wire that the Toung-ll-Yamen has instructed the Tro af at Shanghai to hear the case la court. The sult in New York is still unsettled, bat everything that can be done to path it to a saccess al result is b. ing done by our solid'o ́s. Returning to the bow bank, capital account remains the same; fixed deposits and current accents have increased from £14,146 to £^3,430, #nd I may add there has been's farther increase face Janusty, Loans payable £19,431, represent temporary accommodation afforded to the bank at its branches, and indicates an im- provement in our credit. On the other side, Cash in hand and at bank::8, 695,199, shows the liquid nature of the exchange business the bank has been doing. These fends at Decem. ber 31st were chiefly on this side, having been barn, but it appered that the "administraremiited from China when sterling rates there Hon" has a rooted objection to spending 10.e high. Government securities, 59 962, money on Tam-Quan. In this desolate, consisted of Indian rupee paper and Chinese sparely-furnished house, cut off from all and Japanese Government bonds, some of intercourse with the outside world as it would which have been since realised profitably. The seem, the Cellector and his brave wife contrived items of £194,394 on the debit aide and £233 668 to make themselves reasonably happy, although on the credit side represent bills payable and they had enough and to spare to grumble receivable, and various adjustments of uputand- about, bad they chosen to do so.

lag exchange contracts. Expenses to 1897 › compared with £12,414 To come to £10,613, 1896. The result, a profit at £1763 19, 10 say the least, not entfactory (Heat, bear) Working with gold fands only this bank could not avail of its resources to exon the high interest raling in China during the latter part of 18971 and in fact, towards the close of the year wa had to limit operations in exchange, rather than keep lands to China at sink of losing beavily by low sa's when these bad to be turned into stealleg. As to the future of the bank, at previous meetings the board has deprecated discussions sought to be raised as to the advisiblilty of continuing the business of the bank, and on this ocasion the agenda is confined to the usual business of the annual acting, as it is not competent to come te aay decision föverse to carrying on the back anik skatter the old depositers are pa'd off in fall. Stuce the fasue of our report, however, the directors have received. 1: ilmsilon that's shareholder intends now to discuss this question, and I therefore feel at liberty to anticipate his temuks, the more so 's our shareholder in Chins expressed considerable disappoletment on reading the report of the meetlog of April 5th lest that so frm latimation had they been conveyed to them in favour of the carrying on of the business. The balance-sheet shows that after collection of float instalment of call, and payment of remaining 10 per cent, due to depositors a sum of about £215,000 will remain that is if the assets still to be realised and the calls to be collected can be dealt with under the same conditions as havo, prevalled sines the reconstruction, namely, by the bank se s going cancer. This should leave the shares worth about a each, with the chance that this value. may be considerably increased by a successful [sque to aur cases against the American and Chinese abaréksiders. Were the shareholders now to agree to a resolation to wind up the bank the result would be very different. Expenses would be laconed which have hitherto been. avoided by availing of the new bank's services to the liquidation, and the assets and calls which would" come in to the bank la fall by gradual payments would almost Isevitably have to be compromised for anali suma in cash. It is not improbable that the reture par share in such an event would be but ge instead of La.

My first Impressions of Tam-Qean led me to think that I had gone there on a fool's errand, and that my informsian about the place was bad, but as I looked into the country a bit I found it open up beautifally. The sandy waste was but a strip along the cost, and going up the river, coltivated fields extended far and wide on every alie, e'umps of palm frees grew more and mora frequent, and sugar cane way to be seen everywhere. In the vil lages the antires were weaving silk on their primitive looms, or working their queer little off mills. Herds of fat cattle greed in the fields, and was evidently an extremely productive country. Meanwhile as soon as the natives learned that the Ascamtus was open to load for Salgon, they faldly mobbed me to take thela stuff, and they loaded her right up with augar, oil, betelsets and hides, until our Pilmsoli was out of sight altogether. Nat that this mar tered much to my pilot, Nam, who was easily satisfied on such points. I caught him looking very hard at our "Pimsoll" one day, and he naked me what it was, so I told him it was a portrait of myself when yourg. Nam genially remarked that it was very much like me alii, and went on his way mach enlightened, whilst

I resolved never to tell stories Rzain.

I invited the Collector and his wife to dine on board of the Acantus on the evening of our departure, as I thought it would be a tle change for them. We had barely felshed dinner when the wind rose quite suddenly and began to blow with fertfal wielasce and the sooner we were out of Tam-Quan the bolter It would be for ar. I thought at first that we should have to take our guestg' to sen with us, As it did not seem sale to tend them ashore, hat they insisted in chancing it as the Arcantus was close in store. We literally tumbled them Into their dancing boat, and as I saw the past lady belog dragged ashore through a drenching oxf, I felt sorry Indeed that her viali to our ship bad not pleanter ending. However Annem li a fine atkring country, in which something is always happening to you. Meanwhile we were blondering our way on through the reefs and got safely to sea sgals, so that if the cables already menilened did but bold the collector's house together, no great barm was done, and I bad good reason to be satisfied with our expedie tlou to Tam-Quan
