I regard as mero romance the narratives to be found in certain Franch Colonial organs of fotors battles between the Russians and English to the gorres of Afghanistan, the Pamirs, and Talbat. I belleva on the contrary, that Rusla and England are far more likely to come to an understanding and divide their Indiances, Rassis holding the region to the sorth, and England the region to the south of the great Himalayan Range. Compared to the enormous influence brought to hear in the north on fire or six hundred millions of Individuels, and in the south on thres hundred and fifty millions, tha French Indo-Chinese Empire, with its twenty millions of human beings, forms but a very small ferrilary in a very philous situation. If the Britch and Rugeian Governments are not bereit of political good sense, that arrangement in the distent izture seems to ma faz mora pra- bable than their rushing at each other's thronĖS for the porgession of Hindostan,

This decisive moment in the history of his awa country be places as far back in the date when France could have intervened in Schleswig-Holstele. The development of Pastal then began, and after her victory at Sadawa it was too late. Coming to England, M. Le Myre de Vilers is quoted s saying
United States or India, have either had the advantage of borrowing money at low rates af Interest to be repaid during a long term of yeart, or have bad large tracts of new land given to them through which the rallway is to The fourth system spoken of is that of "Rail

If the concessions were divided up system would be followed, so that filction and confusion would be sure to arise. Then gain, China has no code al commercial law such as is found in Western lands by which dispulos could be adjudicised, and it would be necessary to setile them in Consular courts. Notwithstanding the difficulties in the cass, Mr. Biedon is sill of the opinion that concessions are feasible if China ward to allow them with great caution, for in that event she would be relieved from any direct foancial responsibility. The most satisfactory method recommended is that of allowing "Chinese private companies to undertake the ballding of railways and management of them as a purely commercial concern."

LECTURE TO THE GEOGRAPHICAL SOCIETY. There was a large gathering of members of the Royal Geographical Society and friends last | night to Heten to Lieutenant Peary's paper on his Greenland explorations and forthcoming expedition to the North Pole. Sir Clements Markham was in the chair, and among those George Nares, Professor Bonney, Admiral present were Str. Leopold McCllatock, Sir Ominasey, Mr. Jackson, Sir Henry Narman, the Warden of Merton, Sir Mastin Conway, Professor Hughes, Mr. A. P. Maudslay, the Swedish Minister, and Mr. Scott Kettle (secretary)
The meeting was held in the lecture room of the London University,Burlington-gardens. Lieuten- ant Peary, clad in the smart uniform of the United States Navy, began his lecture with a tribute to the century-long efforts of British explorers in reach the Pole, and to the grand work recom piisked by them the Arctic regions. In thelong- measured speech, characteristic of these whe have wrestled with arctic phenomena, the lec tazer then went on to give an account of ble explorations in the laleries of Greenland-the the north. On this vast snowfold there is neither most abrelate desert in the world, the Sahurs of rock, verdure, nor animal life to be seen. Lieutenant Feary described his first Journey ncrest this desert in 1891, from Whale Sound to Independence Bay and back again, mostly at an elevation of considerable magellade.
