It is surpilsing Esdy's pay in the Navy, The total, from the Admiral to the pastry boy, is less than five million pounds (ist your £4,230,000) and as the extra expanse would be madera quarter of a million- mere bilde, and it would make a huge difference in the number of men who would adopt a Naval career. There is room for many minor improvements of importance in the con- dilons of service, but I really don't see how any measure would make much change for the 1-iler | the Thames. without this.
In regard to the re-Anglicising (I can't think af handler word, unless "se-nationalising will do) of the Bililia Mercantile Marine, that is less simple. The tendency to zasploy aliens Is Inevitable. To compel an increase of wager wouldn't mend matte.ă, la this case British skippleg bas to compete with the in.asing compelliton al Germany and other counties, and has therefore to study cheapness and free dom from interference. Already there is intcr- ference encugh and to spare: British owners in some cases bed it pays them to put their ships under other Bags, and wo must La creful to wold driving more of them that way. So it is Impossible to demand that Babish abipowners should pay wages bigh enough to tompt a larger number of Bellabera into the mercantile marine. For the same reale, any regulation competing British ships to car y a fixed proportion of
allors would defeat fis own purpose on the one hand, it would have a tendency to delve British ships more and more to foreign figs, while on the other hand it would be an additional ham perleg of British shipping trade to its race with Its rivals. Besides, it would tend to stiffen the Brlilik labour market, which is already playing Into foreigners' hands far too much with reinous strikes.
that any comparison should,
