Woknow that some months agom proposal was made to Lord Sallsbury that England should guarantee a Chinese lain, and he, an Sir William Harcourt on behalf of the Opposition, were favourable to the suggestion, but it was referred to the Chancellor of the Exchequer, Six Michael Hick Beach, and he was much to narrow-minded to entertain it. It is satisfactory to know that the proposal has been made agala and is under consideration. It is most elucerely to be hoped that Lord Sallabgry will rise to the occasion. It is not the custom of the British Government to interfere with private enterprise but in this case pitrate enterprise has falled to come to terms with China. It is doubtful whether under the present circumstances the investing public at home would absorb a new Chinese Rose, except at a ruinous rate of intesert ; the guarantee af Great Britain would enable China foralso the money she requires at a very moderato rate, and our Government can secure itself against any ultimate loss,
