When war broke out between China and Japan In 1894, the whole world was remark ably unanimous. at first in pitying the plucky but over-rash Japanese, who of course had not a shadow of a chance to stand against a colossal power like China. The first few fights went against the Chi- nese; still, all the world know-In fact, these preliminary canters just made it so much the more certain-that Japan had no staying power, no real strength, and as soon as China might bethink herself to get to work fighting in earnest, the Japan- ese Empire would cease to exist. It would be a most deplorable set-back to the cause of Western civilisation among Oriental If a progressive and pro-European nation suffered defeat in a contest with the race that typified everything objectionable. It was a pity, everybody agreed, to see such bright, latelligent people 35 the Japanese courting destruction at the hands of the dull, dirty, unhandsome Chinese; but what must be, must be.

English is not the official language of Japan, any more than French is in England, and is not more generally understood. There are English characters on railway tickets; there are Chinese characters on the Malay States rallway tickets too. Japan is a contradictious country, and we are not blaming Captain Talbot; we only deplore the harm that is done by him and others, and try our best to counteract It, because the dissemination of utterly erroneous views is a cumulative evli with sometimes very serious con- sequences.
So it is well that the public should be warned not to believe this yarn which Captain TaLaor so rily reels off. He may be more truthful about Vladivostock and the Russians than about Yokohama and the Japanese, for all we know; but he errs on the voyage. He says he went on a Japanese steamer taking a cargo of cotton wool to Siberia, while we feel certain there never way any such shipload sent from any Japanese port to any place in the world.
