Cholar, connected with Salgon proper by a convenient steam tramway, is the headquarters of the very important Chinese and Annamite commerce of the place. Here again the super. farity of some French methods over ours becomes sppirant. There is none of the dirt and squalor to be seen which might be expected in this peraly nave quarter. The buildings gne Fally are solid, pacious, and are kept clean, as the French Insist on th's being done. In Sie- gapore certain parts of the Chloeze town are much more like Amay or Foochow than is either safe or pleasant. The French are a bit 1xblirary with the natives in some of their ways, but, after all, it is quite as much to the interest of the native, as to that of any one else, that he shall be compelled to live respectably, and with some regard to the most elementary of sanitary laws. In governing a large Asiatic population, it is absolutely necessary that there shall be no doubt whatever about who is the master, and thin the French understand thoroughly. But then they have no Exeter Hall in Pagis, this kind of thing not being the particular “waulty " of our lively neighbours.

There have been a great many red hot scan- dais connected with the pollicet and social history of Saigon into which it will not be well to enter. There was, however, a typical affair gitating Saigon rolety bot a few years ago, which it is possible to relate. The palace a Salg was at that ilme occupied by a lieutenant- gaverner, in the absence of the GoverADT-ger C- TEL
The lieutenant-governor was an honour. able mis, much esteemed, and his wife was in every way worthy of her position in saclely. All went well until one of the officials who had his quailers in the Governor's palace by virture of bis rack, chose to marry an ex-actress of the Saigon open troepe and calmly introduced her into the family circle of the lieutenant-governor and his wife. Naturally enough they would not stand it, and the incident led to no small uproar, but in the end be lieutenant-governor had to wend in his realgration. The exoneratic per100, being the legal wife al Mangler X, he was pic. fectly as "rigle, in wailing himself of bis un- double fights in the matter and the unfortunate llegienart-governor had to closs between Hwing with these people or going, and, being a gentleman, he went!
Meny other stories much more pointed than the above, might be told of the highest official circles to Salgon, and It is eldest that corrup to his ran riot in the Colony, rendering all sor's of libbert practicable, which has cost the mother.éruntry well niga incalculable soms of money. There are many insiences of officials living at the rate of three or four times the salary and going bome the panresors of con stderablefortunes, or of some of the most valuable preparty about Salgon. The mercantile world seems to have been in every way on a par with the efficil, If not below it. An ex-magistrate of Salgon, M. Raoul Postel, wrote la 1887, that the society of the place is largely composed of people who have to retrieve their position somehow; or who have a past to be forgotten; or a reputa thɔn to be lived down ; a state ofthings naturally leading to much scandal, backbiting, and un- pleasantness generally. With tome rate and heasurable exceptions the majukty of the met- chants are described as having been bankrupts „several timer, and to have been involved in all cota of shady affṣim. M. Postel, who makes some very sweeping assertions, says that if the police did their duty scrupulously, one half of the real- dents of the Colony would be expelled, and he concludes as follows. "Their morals are on a level with her probity. The most shameful centiousness exhits (self is broad daylight. I do not seek to enquire whether it is the French who demora lag the Asiatics, or whether it is the Asiatics, who by their contact, debauch the French, but I can positively affirm that our nationals wherever they may be abominably degrade the silve race, a race very fond of ively pure wherever the French have not pene- jewellery and dollers, but whose morals are reis
trated or where their faflaence is little felt,
I cannot belleve that Mr. Postel accurately represents Salgon society in 1887. In the exer. cise of bis judical functions the ex-magistrata would naterally see much of the seamy side of Saigon, and perhaps he may have some personal cause of his own for disliking the place and its people. There is evidently A'good deal'in what he weltes, but if it is only half tre, there must bave been a great improvement. In Salgan. society during the last ten years.
