DEATH OF A PROMINENT

COURT OFFICER.

THE HONGKONG RO.'AGAIN |

The Chucking correspondent of the North

Peking, according to an Imperial edict of the 3:st July last, has lost a well-known perszaugs China Dolly Newt, in a long and Interesting in the death of Ll Hangsa, Assistant Grand „Jotter to that paper, bitterly complains of the Secretary and Prealdout of the Board of Civil carelessness and stupidity of the officials of the Appointments, an ihr 30th ultimo after lige new Imperial Post and also of the Hong-ng paralytic illness of many mbaths. The late Avalstant Grand Secretary was a native of Kong Post Office. He says "The downward Chibli province, which therefore toses two matia which go by boat to-Ichang go forward not of three of her most prominent men, vísi

with perfect regularity, bat, since the advent of The late Grand Secretary Chang Chỉin the remarks of " A Civilian "in your lasua of the

the Imperial Post, the average time from Shang hat up has been Increased from 15 to nearly 35 days. This is apparently due to an absence al proper organisation on the part of the new Imperial Postmasters, in the film instance, and also in the marked Biswill of all the pre-existing post offices-foreign as well as Chinese." The great grievance, however, appears to be at the door of the Hongkong Post Office, our awa officials apparently being as Htilo capable of sensible organization as their colleagues of the Imperial Post sa the following extract from the latter will show belt With regard to our home malis, it appears that the Hongkong Post Office forward letters, destined for the West, to the Bri. tish Consolate in Hankow lostead of to the British Post Office in Shanghai, and, as the Imperial Post will not accept letters from home at other places than Shanghai, our home malls kare to be re- turned sgala to Shanghal before they can ba brought on here! Your correspondent received yesterday his home wall enclosed in a Chinte Cover from Ichang and forwarded by a native Chinese courier, who, of courte, he had to pay. Other letters have come through the Coutal here who abjects to be their recipient. Our Leadon mail of the 7th of April has disappeared alto gether, and the Imperial Postmasters wra dumb. Parcels and patterns from home arecon stantly missing, Ail this shows that Commis stoners of astoms may be great men la their way, but they cannot run the post,"

THE REBELLION IN BORNEO,

MILITARY OPERATIONS AGAINST MAT BALLEH.

SINGAPORE, July 29th.

Ar supplementing our spécial telegramé from Laba sunouncing-Mat Salleh's rebel reid on Gaya and looting and burning of the town with some loss of life, we now give, from ani Labuan correspondent, some details of the messures taken to dislodge that rebel fender from his atronghold up the loanam river. The more serious part of the affair is the apparent tea dency to complicity with the rald on the part of Iocal bailves, as well sa the probability that the raid was either planned in Brunel, or even supi ported secretly by the Sultan of that State. If this latter prove to be the case his position will be very seriously compromised.

Our correspondent writes :—As I wierd you on the 10th, Messrs Hewett and Wheatley returned from thele part of the expedition against Mat Salleh on the night of the roth and I hate now had an opportunity of hearing all that happened from one who was there,

Mr. V. L. Savage, Acting-Clerk of H.B.M.'s Supreme Court, who has been seriously ill with typhoid, is now seating convalescence." He will Teava shortly for Japan to recuperate.

They first attempted to escape fa tholz bosts, but the tide being out and the Rames somewhat in the way, they returned to the land, men were landed and a desperate attempt made to cat them off, but they had the start and the legs too, I expect, of the Police. At all events they got away into the jungle, only one old man blog captured. The force landed, It was not long before some of the Chinese, who in add tion to having been made to pack and stow their own goods in the enemy's boats, had been taken to Inanam and made to da coolie work there also, turned up, and from them it was learned that the enemy, with Mat Salleh at their head, were strongly fortified close to the month of the Inanam and had monated two guns, that they had annonced thels letention of attacking the Ramez and alas of visiting all the Company's out-slations.

The Glen Hoer Glamogie is ashore a little below Pheasant Point, having got aground this morning. The bottom is soft and no damage is. to be feared. In all probabilly the Glanogle got ashore in avoiding one of the swarm of. Janks which are fast now fooling around the Bar and in the neighbourhood. The next high tide will perhaps see the Glewogis off into deep water and on her way to Japan.

THE COTTON MILLS;

The four foreign-owned cation malls are just now experiencing the beginning of what may became a serious labour difficulty in the future, The machinery put up is already happily found to be inadequate to meet the demand for yarn, and the high quality of the goods has invited & flood of orders, which cannot be fulfilled fast coough. The employees seem to be pretty well aware of the fact, for women, who are chiefly employed, are now standing out for and getting 28. cents and 30 cents a day for their labour which only a few months ago was to be had for 18 cents to ao cents. It is reported that emissurfes from one mill entice the workers to another for the consideration of a cent or two a day increase; in a word poaching" is practised. Where this will end it may not be difficult to predict, but at the ontact it does not promise well for the new Industry, in which so much foreign capital has been placed.

Well, they had not attacked the Rande, but that was no reason why they should not carry out the rest of the programISA. It seemed probable, too, that the position of the rebels was foo strong, both in numbers and position, for Mr. Howell's fates, particularly as the free Dyake had shown themselves to be entirely unreliable, 20, leaving a dozen mas in the steam launch Enterprise to guard the mouth of the Kwale, Measts. ENGLAND'S COMPETITORS.

The Sum in an article entitled One Lesson of the Review (that is the Jabilee Naval Review) says: "Germany alene is competing success- fally with England's trade.

These two

are already contending for the markets of the world amid conditions of social organization such that the control of markets is the control of fiance and the control of finance is the measure of power." This is a view not fustified by all the facia In the case. Germany has certately made immense progress in ber foreign trade and undoubtedly England views this progress with such jealousy that English papers in willng upon this subject give a somewhat exaggerated account of the danger of this increasing rivalry, That they feat it as much. as is said is not confirmed by the statements of practical business men, Clear as are the Ger-

Desplie il social and diplomatic condi- tions, the foreign trade of the world can only be held by those people who sell the best goods at the lowest pricer, The power and control so mach talked about simply reverts to the old condition of barter, with the new factor to be considered that the buyers are now just as shrewd as the sellers.

England has lost much trade because she departed from ber old standards, which made Billik macufactures a synonym for superiority, Having secured the trade forever, as she thought, her greed made her turn to the old process of killing the goose that laid the golden eggs. This gave an opportually which Germany was quick the wall known honesty of German workman to take and with a loud flourish of trumpets over ship. But neither England's not Germany's workmanship is standing the test of experience so wonderfally well when compared with that of new rival. Both countries treat this new rival with much contempt and always speak in dia paraging terms Germany has made progrear, but
