MAY IT PLEASE YOUR EXCELLENCY.

I-We, the undersigned, residents in Hong- kong, desire to address your Excellency on the subject of the acquisition of the Mount Austin Hotel by the War Department for the purposes el Barracks. We regard this purchase on the part of the War Department as a serious blow to the welfare of the European civil population of the colony itwell, and we would respectfully realding in the colony and to the best interests state that in opening up this matter we do no merely with the desire of securing a faller consideration of the case from all points of view,

-We appland and heartily agree with the quarters to the troops, but we ask for farther Intention of the War Department to give cool

consideration of the site, as it appears to us that it is possible to select others more likely to secure the general comfort of the whols com- munity.

3-The Fesk may now be said to be the summer resort of-a-large- proportion of the European and American civil community, and it is becoming more and more the place of residence of such portion of the community throughout the entire year, and it is especially sought after vince of residence by those who hayo wives and families in the colony, the cosler atmosphere, being found to be very bene- fcial to women and chlidren.

4.—Moreover, the pressure of the Chloese population in Victoria is such that year by year the European population is being steadily purbed farther up on to higher levels. Chinese ten years ago was exclusively inbablted by Europeans and Americans, and it is evident that within a comparatively short space of time the Peak will become almost the sole place of residence for the European and American population in the Colony.

as.---We therefore pray Your Excellency to Interveno in our behalf with the War Depart- ment and to lay before the Military Authorities the objections which we have akniched abors against the conversion of the Mount_Ausifa* Hotel tata barracks, and to ask them whethe

public company which would conilure to they would be willing to sell the building to a manage it as an hotel; and if so to giva s respite of one month to the Colonists wherein to endeavour to raise the capital necessary for such purchase.

[Stigaßori Fru Press, Jane 8ib.} To-day's Rand telegram is not unlike a lady's letter, for the gist of the communication los in the postscript. Following that example we may first concern ourselves with the claan-up. This represents an indication of a fair normal result for the last month's work. The outcome of the monthly rough clean-up, which is intermediate between the two-monthly smeltings, is 2,800 ounces of amalgam for 1,400 tons of stone: equal to two ounces of amalgam per ton. From this a fair guess may be made at the gold in the amalgam. On the usual proportion of gold in amalgam, any roughly st fa 35, the gold would be rozó ounces or a little ever red dwts, per ton. This of course,

as the fine result of the last totul ruseling för March and April. But when there is only a relatively small battery to deal with stone from different workings, and necessarily varying in quality, a month-to-month uniformity. in not. to be anticipated. What should be remembered is that whatever is got from Raub in the present stage of development is not to be credited 1 mining so much as to exploration or the mapping out of the wine reels, which will lie intact til the real mining era may begin, which to judge from sit appearances, susuming that the mining machinery stands as It does, would really become remoter every day, in other words the discovery of gold-bearing Noon-Kalzar-4 Hind salla for Europe sits the
