THE NEW CHINESE GOVERNMENT LOAN.

A preliminary contract for a foreign loan to China was concluded on the morning of the 13th ulto, between Li Hang-chang, who represented the borrowers, and Dr. Dudgeon, an English man, who represented the lenders, at the residence of the former in Peking. The contract consists of four articles to the following effect :-
1. The Chinese Government to borrow a sm of sixteen million pounds sterling at five per cent interest, and at the rate of ninely-par pounds per ane hundred pounds face value.
2. The term of redemption to be Ally- oon years, the interest stated above to be paid during the first ten years, and the principal and
