An American seaman lately discharged from a ship that selved here from New York last month, called at this office on Thursday with a written statement in which he made serious allegations against one of the officers for brutal treatment during the voyage. We suggested that he should see his Consul, but he seemed inclined to pooh-pooh the suggestion and said he much wanted to have his statement printed in the paper. As the charges were of a serions nature, a Telegraph reporter Interviewed the American Consul on the subject.
