THE LIGHT DUES QUESTION.

patition which I have received from shipolog Str. I have the honour to forward herewith arms in this colony on the subject of the light dues favled at this port.
1. To facilitate the consideration of the ques- tion I should mention that light dues were 'first Imposed in 1875, when one cent a ton was charged cu European shipping catering the port and la 1893 they were increased to a cents a ton, the increase being made In order to meet the expendi ture in connection with the erection and main tenance of the lighthouse on the Gap Rock. I should also be borna in mind thei în 1867 charge was levied on all native craft trading with this port and has been continued up to the present time. This charge yielded in 1895 a revenue amounting to about $50,000. reduced to the original charge of one cent, as 3-Petitioners now ask that the dues be the additional levy of 13 cents her more than paid for the cost of the Gap Rock Light, and as the charge of 1 cent a ton is more than sufficient to cover the cost of the upkeep and maintenance. of the present lighthouses. They state that any charge over and shove that necessary to cover such cost will deter shipping from this port and is an infringement of the freedom of the port, which will affect its wellare,
Linley Simboarne once depicted for an a. ́oute of Commons compared of Sir William Harcourts. The meeting of the Straits Avacía- il n held a few days ago may suggest what a Paradise the Colonial Office would be if its dominion were composed of Stralia Settlements. Hero' are na West Rivers to be opened nor Kwing vice-royalties to be brought to reason no questions of transli or light dues or Customsa tariff: no foreshes to be defended nor rallways to be aged forward; neither par senger restrictions not political complications. And so, everything being for the best in the best of all possible worlds, the members dreamed of fair women and resolved to bava s conversazione. There are conversazioni and Conversazioal. We have known the term applied to microscopical demonstrations, and expanded to cover an ornithological museum. We saw it restricted, at Fishmonger's Hail, to mere man with champagne, and accessoles that might soft their courier taste. This time there will be lidler; so the feast will be of reason and the fl>ment soul. Imitation in the sincerest form of flattery. We have heard much lately, from Hongkong about Singapore. The Straits pay 17 per cent. rallitary contribution: Hongkong is quite willing, therefore, to pay it too; but Singapore has a Municipal Council, and Hongkong ought obviously to have one as well. The members of the Straits Legislattes Council are separated-the unofficial lamba from the official goats, while in Hongkong they are mixed up-which is ap', as we know, to have deleterious results; so questions have naturally been asked in the Hongkong Legislative Assem- bly why these things are so. It is only courteous that such subtle compliments should be recipro cated, and has not Hongkong just given a ball which will always be remembered, according to local contemporary, as "one of the most brifilant functions over held in the colony?" There might be difficulties about exactly a hall, In "and where it to always afternoon; but fate women and brave men can be combined ander other forms and to other strains. And so, Coomiling, superior, while their neighbours chant tales of ancient wrong," the Straits have decided upon a name which allows the greatest elasti. city consistently with the languor which perfect satisfaction implles.

1.- As I have stated above, the charge on native craft yields revenue of about $50,000 a year, and II the principia la duco admitted that European shipping should not be levied for purposes of general revenue, it would see only fate to extend the same principle to native craft. $1.The amount inserted in the Estimates for 1997 as likely to be derived from light dues amounts to $113,000. If the prayer of the peition be granted and a charge of one cent Instead of a conte a tan in levied the amount of the estimate will be reduced to $45,300,
