A KOWLCON correspondent informs as that on sending to the Post Office at 11.30 yesterday morning for his letters by the American mall he was told that they had been already sent to. It Is almost 8 miles from the entrance abreast of Swadow to Ils mouth at the back of Cape of Good Hope. Tail-po is a pretty large town and it appears to me to be a splendid breeding- ground for any filth disease, so entirely absent sm any signs that the most rudimentary pela ciples of sanitation are understood either by the people or the officials.
