I have the honor to transmil a Memorial addressed by Assistant Colonial Surgeon Dr. Coghill, to His Excellenry the Governor of Hongkong, praying for the appointment of Colonial Surgeon of that Colony which he has heard is about to become vacant by the retirement of Dr. Murray.

I am able to spook in the highest terms of Dr. Coghill in regard to personal character, his professional efficiency and acquaintance with the duties of a large publie Hospital. During the two years that he has served in this Department he has performed all the responsible duties allotted to him, in a most satisfactory and efficient manner and while I shall be glad to hear of his obtaining the promotion which he now seeks, his professional attainments are of so high a standard that his retirement will be a loss to this Department.

The pay attacking to his present appointment being only £200 a year. quite insufficient for the support of a European in this Colony, and his prospect of promotion in this Service being so remote, I feel that Dr. Coghill

is only performing a duty to himself in seeking preferment elsewhere.X

I have the honor to express the hope that His Excellency will be pleased to forward to the Government of Hongkong this Memorial, together with the printed Testimonials, which accompany it, and if he shall see fit, a copy of this letter.
