The Authorities In Bombay and Kurra- chee have found out at last that they can only succeed in dealing with the plague by doing as was done in the very first instance in Hongkong, .., by Instituting & Dictatorship with full powers to drive out the disease at any cost and by any means, and to set aside for the time the ordinary law and the ordinary safeguards of liberty and property. The Permaneat Commit- tea of the Sanitary Board in Hongkong took supreme charge from the very first day the presence of the plague was official- ly recognised in Hongkong, and to their energetic measures and prompt action in at once instituting house-to-house visita- tions, In enforcing the segregation of the sick, the removal of the dead and their burial apart, was wholly due the Ilmita than in Hongkong of the ravages of the plague. It probably would have ceased or diminished in intensity about the same time as it did in 1894 whether there had been a Permanent Committee or not.
