MOUKDEN, January 1818. A cold blast in the salome, when ibe grain was fully formed but still green, rubbed the best grains out so thoroughly that over all the country there has been barely a half crop, Gralo fi therefore dear, almost double the normal price, Fuel is expensive, though bat slightly above the endlossy rate. For the poor the winter up to the present has then very mild; now, however, we have our under-zero temperature and the poor must offer.
The restlessness of men's minds is indicated by the endless timcurs aboul Rasdın, French, and English movements in Manchuria. The stories, bowerer wild, always show feat. They fear the Russians, but they respect them. They fear the French, hat they hate them. The respect and the hate are the result of the very
yaniče some time ago was that Russia bed planted flags along the railway route to Kirta from the east, had warned all Chlotso farmers, that if they remained they would have to pay half of the products of the soil as tax; If they chose to go they would have a fale mice given them for their land. It is not at all unlikely that the Russians biva taken possession of the small corner of N.W. Manchuria, or rather of Taitsihar, for their hallway, and that this being spoken of became in runnlag south ever more Fad more formidable. An equally incredible story was crecked bere and declared to baro come by telegraph to the effect that Russia and Japan were si was. To the first batile four Tapanese mec-of-war, were sank; in the second-large nombors af Russian soldiers were slala .
There and many similar stories serve the purpose of pointing out the political uncertainties of the hour. The fact that we have a very aged Governor-General who in civil government is no improvement on our last, whose rominees have heen much persecuted, does not fead to allay the mentai agstation of the country. The unscraps- lons, whether official or private, take advantage of the troubled water to fish for themselves. Manchuria is well worth ann of the strongast Manchu officials who would be able to adopt s definite policy and weald dare to follow it out. We have not had such for some time back.— N. C. Dally News.
